BACKGROUND: Transportation Services had received requests from residents of the Morrison Road community on numerous occasions in the past to review the existing traffic conditions onMorrison Road.The primary concern was vehicle speeds and overall road user safety.In March 2012, a traffic calming review was initiated for Morrison Road with the intent to reduce speed and the incidence of collisions, thereby increasing safety for all road users. The first public meeting was held in June 2012. Residents were invited to review the data regarding vehicle speeds, traffic volumes and collisions, as well as provide their input on the traffic issues in the neighbourhood. In November 2012, a second public meeting was held to present four (4) design options (including a do-nothing option). A preferred alternative was then identified and feedback was requested from citizens to determine if the community as a whole supported the proposed recommendations. The preferred alternative consisted of three (3) speed humps, two (2) raised crosswalks, and one (1) intersection improvement.The preferred alternative was presented to Committee and received Council approval through report INS-13-064 in August 2013, and subsequently measures were installed in 2013/2014. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 4 - 1 REPORT: In June 2016, updated traffic data was collected on Morrison Road in order to determine the effectiveness of the traffic calming measures installed. The results of these studies are summarized in the table below, along with data that was collected in April 2012, prior to the commencement of the traffic calming review. In the three (3) years prior to the implementation of the traffic calming measures there were six (6) motor vehicle collisions on Morrison Road between King Street and Sims Estate Drive; this yields a collision rate of 2.0 per year. In the two (2) years since the implementation of the traffic calming measures there have been six (6) motor vehicle collisions on Morrison Road between King Street and Sims Estate Drive. While collisions have increased (1.0 per year), the increase in collision rate is minimal and from a small sample size. Staff will continue to monitor collision patterns on Morrison Road to better determine potential additional measures. In July 2016,Transportation Services conducted a follow up neighbourhood survey of the affected residents in order to gauge community support for the traffic calming measures. The survey included the results of the traffic studies conducted before and after traffic calming installation, as discussed in this report. Accordingly, Transportation Services recommends that the existing traffic calming measures be retained on a permanent basis. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the c vision through the delivery of core service. FINANCIAL IMPLICATIONS: There is no cost associated with the recommendation. COMMUNITY ENGAGEMENT: INFORM Residents of Morrison Road have been involved in this traffic calming review throughout the entire process. This includes confirmation to the residents to initiate review, conducting two (2) public meetings with the residents to gain input on the issues at hand, as well as receive feedback on the proposed solution. The approval plan was supported by the majority of responding residents through a formal survey. CONSULT - Residents were notified regarding of this report to recommend the permanent maintenance of the traffic calming measures.
