BACKGROUND: Joshua Street is a local roadway with primarily residential land use. In response to a request, on-street parking regulations have been reviewed. Currently on-street parking is permitted on both sides of Joshua Street between Brisbane Driveand Fallowfield Drivefor a maximum period of three consecutive hours,as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138, with the exception on the east side of Joshua Streetfrom a point 66 metres north of Brisbane Driveto a point 22 metres north thereof. REPORT: Transportation Services received a request to review the existing on-street parking regulations. The request cited vehicles having difficulty manoeuvring through the curved portion of the roadway, resulting in potential safety concerns and recommended that the current parking prohibition be extended easterly to Fallowfield Drive. Transportation Services staff visited the subject area to better understand safety concerns expressed by residents. The observation was made that when vehicles park along the curved portion of the roadway, driver visibility is limited, causing potential safety concerns for both vehicles and pedestrians. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 6 - 1 Residents in the immediate area were surveyed on this proposed parking regulation change in July2016. The results of the survey are as follows: In favour of extending the current on-street parking prohibition on the south (odd- numbered side) of Joshua Street from a point 66 metres north of Brisbane Drive to Fallowfield Drive 4 (57.0%) In favour of leaving the current regulation as is: 3 (43.0%) TOTAL 7 out of 25 - (28.0% responded) As indicated above, 4 out of 7 respondents, or 57%, are in favour of extending the current on-street parking prohibition on the south (odd-numbered side) of Joshua Street from a point 66 metres north of Brisbane Drive easterly to Fallowfield Drive. The parking prohibition in this area will provide safer traffic operations through this curved section of roadway. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the c vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing 400 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM This report has been posted to the ciadvance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit on-street parking in this section of Joshua Street through a mail out sent in August 2016. CONSULT Directly affected constituents were surveyed regarding this proposed parking regulation change through a mail out sent in July 2016, with majority support received for prohibiting parking.
