RETENTION OF CONSULTANT FOR HIDDEN VALLEY DEVELOPMENT
CLASS ENVIRONMENTAL ASSESSMENT
FAIRVIEW- GATEWAY WARD
The Committee considered Development and Technical Services Department report DTS-04-
024 dated February 3, 2004 dealing with the selection of a consultant to undertake a Schedule
'B' Class Environmental Assessment with respect to the Hidden Valley Subdivision.
On motion by Mayor C. Zehr -
it was resolved:
"That the City of Kitchener waive it's normal procedure for the selection of consultants and
retain Stantec Consulting Limited, as our Engineering Consultant to undertake a Schedule
'B' Class Environmental Assessment to determine the preferred method of providing a
sanitary sewage servicing scheme for the Hidden Valley Subdivision."
DTS-04-023 - PROGRAMS FOR SIDEWALK CONSTRUCTION AND REPAIR
ROAD AND SURFACE CONSTRUCTION
The Committee was in receipt of Development and Technical Services Department report DTS-
04-023 dated February 18, 2004 dealing with the 2004 programs for sidewalk construction and
repair and road and surface construction.
Mr. L. Lynch attended to answer any questions and advised that the tender recommendation for
the sidewalk construction or repair will be coming before Council on March 8, 2004. Councillor
C. Weylie advised that she had sent correspondence regarding the need for the installation of a
small section of sidewalk to connect a bus stop on Courtland Avenue to the intersection and she
asked if this was added to the sidewalk construction program. L. Lynch advised that it would be
added to the program for 2004.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That Development and Technical Services Department report DTS-04-023 dated
February 18, 2004 regarding the 2004 programs for sidewalk construction and repair for
road and surface construction, be received for information."
DTS-04-021 - 2004 DEVELOPMENT CHARGE BY-LAW
The Committee considered Development and Technical Services Department report DTS-04-
021 dated February 16, 2004 regarding the 2004 Development Charge By-law.
G. Stewart advised that in considering the 2004 Development Charge By-law, it was realized that
although the By-law is in effect for the entire city, the inner area bounded by the Conestoga
Expressway, the Kitchener-Waterloo boundary and Westmount Road do not require the
construction of hard services therefore it would be more equitable to charge a lesser rate in this

area. He added this would increase the charges for other areas of the City but that the
Economic Development Advisory Committee and local home builders are not opposed to the
proposal. J. Willmer advised that it was not the intent of the proposal to have the Development
Charge By-law structured in such a way that specific areas would be charged a specific rate but,
that the By-law be more equitable in dealing with areas where hard services currently exist. J.
Willmer also advised that the possibility of this staff-initiated proposal was still being investigated
and he requested that the recommendation be amended to direct staff to consider incorporating
the proposal in the 2004 Development Charge By-law.
On motion by Councillor J. Gazzola -
it was resolved:
"That Staff be directed to consider incorporating into the 2004 Development Charge By-
law an approach whereby new development situated within:
the Downtown Area continue to be exempt from City of Kitchener Development
Charges; and
ii)
the Inner City Area (bounded by the Conestoga Expressway, the Kitchener-
Waterloo boundary, and Westmount Road) be assessed development charges at a
rate which reflects the lesser capital costs required to support new development in
the existing urban area (in particular lesser costs for sanitary facilities, storm sewers,
and watermains); and further,
iii)
all other areas of the City be assessed development charges at a rate reflecting the
capital cost of new infrastructure required to support new development in outlying
areas."
