The Arts and Culture Advisory Committee met this date, chaired by Peter Harris, with the following members
present: Martin DeGroot, Peter Hinchcliffe, Virginia MacDonnell Eichhorn, Sher DiCiccio, lan Bockmaster; Annalee
Moore, Jennifer Breithaupt, Denis Pellerin, Nicholas Rees, John Gazzola; ]oAnn Hutchison, Erina Harris. Regrets:
Ron Green, Robert Gissing, Don Chapman.

.lane Marsland, Candidate for the Consultant Position
*Please note that this resulted in a formal and unanimous motion that ACAC (and members of
the CultureplanII Steering Committee) recommends lane Marsland for the position of Cultureplan
II Consultant, consisting of early project development, Public Session Facilitation and final report
development.
The Steering Committee has met and the project will enter into its first stage - the stage in
which Steering Committee and ACAC members engage in interviews with key participants in the
arts community and the public at large - the aim is to make significant contact through the
interviews, leading to the design of the Public Facilitation Session.
WELCOME AND APPROVAL OF MINUTES FROM .1ANUARY 2004
Denis made a motion that was seconded by ]an, to accept the minutes from the December
meeting as submitted. All were in favour; carried.

4.1 Policy Changes to Council - Erina
Policy changes deferred till next meeting.

Welcome New Member
Welcome Isabel Cisterna and congratulations on her full-house, successful multicultural arts
Cabaret held this past weekend!
4.3 Provision Grant Sub-Committee
The following resolutions were passed by ACAC:
RE: COMMUNITY ARTS ONTARIO
"The Provision Grant Sub-Committee enthusiastically supports the Community Arts
Ontario Conference application and admires its benefits for tourism, arts/culture and
Regional citizens and artists. The conference is a formidable cultural event. Admirably,
its Opening Reception will host local citizens, in addition to reduced costs for citizens,
throughout.
It is recommended that Council approve a Provision Grant for the CAO application AS
AMENDED as follows:

The group just discovered that their sponsorship has successfully covered the bus trips listed
in their application so they have modified their request to include:
$3,000.00 Cash for technical assistance as listed
$2,000.00 In-Kind support for printing, mailing etc.
The Arts and Culture Advisory Group endorsed this ruling by the Provision Grant Sub-
Committee with unanimous support.
RE: CONCORDIA CLUB APPLICATION
The Provision Grant Sub-Committee carefully reviewed the grant application and support
material provided by Frank Wolf on behalf of the Concordia Club/D3Artworks project.
Based on the Provision Grant Terms of Reference citing criteria for eligibility, the Sub-
Committee created a list of questions and comments in response to the application, as
follows:
1)
The Terms cite a $5,000.00 maximum for Provision Grants - it is suggested that the
application could be modified to meet this criteria in a focus on the mural reparation in
particular (the public element of the project).
2) It is unclear as to start and end dates - please clarify.
3)
The application does not establish if public access is available for the mural for which
you have asked funding - please clarify that public access, free-of-charge is available.
The Sub-Committee deemed this as essential in a request for City funding.
4) Please specify the theme of the mural - this is local heritage as its focus?
The Provision Grant Sub-Committee indicated that if criteria are met, this application could
be revised and resubmitted for the next deadline however they were unable to comment
on it, as is.
The Arts and Culture Advisory Committee endorsed this ruling by the Provision Grant
Sub-Committee with unanimous support."
REPORTS
PAWG report - Erina filled in for Virginia
Presented (*See Handout) the proposal from the City of Kitchener Artist-Tn-Residence from :2003,
Michael 3. Ambedian as endorsed by PAWG.
The proposal consists of two life-sized sculptures of peasants, as found in the historic
Millet/Angelus painting - these are made of sawdust (with glue and fire-retardant urethane) and
will echo local labour and Mennonite traditions.
AC:AC wholeheartedly moved to recommend this project to Council AND AC:AC also made a
motion (Robert and Tsabel will write a letter to Market staff) to encourage Market staff to include
the piece in this perfectly suited facility.

DAC Report
There was no report from DAC as Dennis was away.
CDC Report
No report - these will be given by Ron however, the group has not yet met.
WRAC Report - Martin
· Martin reported that the Council is thinking in terms of long-term sustainability for when
Trillium funding runs out.
· As well, all are very hard at work for the fabulous Community Arts Ontario conference coming
to the Region and to the City May 13-16 - ALL TNVTTED!!!
Staff Reports
Program and Resource Services - 3oAnn
Woodworking and Craft Centre
At the February 2nd CSC meeting, Council referred this project to the 2004 budget process. The
final decision date for budgets is March 29th. At the CSC meeting, the steering committee for this
project indicated openness to making this facility available to all ages. This issue re: age criteria
will be discussed further at the steering committees next meeting on Feb 18. Age as a criteria
for participation or membership in other city programs will be discussed at the Adults 50+ Staff
Team on Feb 19th. _lo-Ann to report back on the outcome of the discussions.
One of the founding members of the Woodworking and Craft Centre Committee, Al Forler, is the
current Artist-in-Resident at 3oseph Schneider Haus. His speciality is hand carved wooden birds
and duck decoys. The opening of his exhibit is on the afternoon of Saturday, Feb 14
KOR Art Gallery
The KOR board continues to work towards restructuring their organization and establishing
financial stability.
Ontario Volunteer Service Awards
The nomination form for the Ontario Volunteer Service Awards was received yesterday. Each
organization can nominate up to six people. As a result, the City of Kitchener nominates 6
volunteers from a variety of areas. _lo-Ann has already spoken to Erina about a possible
nomination from the Arts area.

Glass Blowing Equipment
The appraisal for the City owned Glass-blowing equipment has been appraised. Once the report
is completed, a safety check will be executed on the electrical materials and then then we can
review the selling procedure..
AD.IOURNMENT/NEXT MEETING
The next ACAC meeting will take place on IVlarch 9th' at 4:00 p.m in the Schmaltz Room at
Kitchener City Hall.
