HomeMy WebLinkAboutCouncil - 2016-10-04 SSPECIAL COUNCIL MINUTES OCTOBER 4, 2016 CITY OF KITCHENER A special meeting of City Council was held at 1:30 p.m. this date, chaired by Mayor B. Vrbanovic with all members present except Councillors S. Davey, B. loannidis and P. Singh. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. RESIDENTIAL INTENSIFICATION IN EXISTING NEIGHBOURHOODS STUDY (RIENS) TOUR The purpose of the meeting this date was to conduct an informational 1 educational tour related to the Residential Intensification in Existing Neighbourhoods Study (RIENS). Council members, staff and members of the public participated in a bus tour which commenced at the Downtown Community Centre and was led by Ms. J. Oosterveld, Manager, Site Development and Customer Service, and Mr. Nick McDonald, Meridian Planning. In addition, members were in receipt of an Information Package dated October 4, 2016, prepared by Planning Staff and Meridian Planning Consultants, which highlighted various locations in the RIENS area and provided examples of how draft recommendations dealing with changes to zoning rules and existing planning processes in the City could impact future developments. The bus tour included a visit to the following locations within the RIENS study area to consider the potential impact of future development related to draft recommendations for zoning, building height, garage and driveway projections, and front yard setbacks: • Simeon Street; • Rosedale Avenue; • Fourth Avenue; • Vanier Drive; • Kehl Street; and, • Homewood Avenue. Mr. McDonald and Ms. Oosterveld responded to questions regarding the draft recommendations, advising they are still being developed and will be further refined for the next public engagement session scheduled for October 27, 2016, Ms. Oosterveld concluded the tour noting the final report will be prepared for Council's consideration after public feedback has been considered and the recommendations finalized.
