ThedirectiontocompletetheCEISoriginatesfromtheRegionalandCityOfficialPlans,alongwiththe CommunityClimateActionPlanforWaterlooRegion(CCAP).SeveralactionswithintheCCAPdirectly relatetointegratedcommunityenergysolutionsandrequirefurtherfeasibilityassessmentandcost benefitanalysistoprioritizeandadvanceimplementationactivities. DevelopmentofanintegratedCEISwillhelpoptimizetheuseofenergyresources,improveenergy security,achieveseveraleconomicdevelopmentobjectives,reduceenvironmentalimpact(e.g.GHG emissions)andcomplementlongtermmunicipallanduseandinfrastructuremasterplanswithin WaterlooRegion. TheCEISisbeingundertakeninthreestages: 1)Baselinestudyandmappingassessmentofenergyconsumptionspatiallyfactoringinprojected population/employmentgrowthandforecastedenergyneeds. 2)Stakeholderengagementidentifylocalopportunitiesandpriorities. 3)Plandevelopmentevaluateactionsidentified,theircost/benefitsandrecommendoptions. CEISProgressUpdate BaselineStudyandMapping:Draftenergymapping(baselineenergyconsumptionandbusinessas usual)havebeenpreparedandarecurrentlyunderreviewbytheconsultants,theCEISsteering committeeandlocalutilities.Theconsumptionmapswillmeasureshowandwhereenergyisusedin ordertohelpanalyzeopportunitiesforenergyreduction.Thebusinessasusualwillprovideanenergy profileforabaseyearandbusinessasusualforecast20yearsoutbasedonprojectedenergydemand. PublicConsultation/StakeholderEngagement:Stakeholderengagementbeganthissummerwithone ononeinterviews(politicians,CAOs,etc.)andwillcontinuethisfall/winterwithfacilitatedgroup consultationsandforumswithavarietyofstakeholders.Itwillalsoincludetheuseofonlinesocial mediatoolsandhaveadedicatedwebpagefoundatwww.regionofwaterloo.ca/ceis NextSteps Thedevelopmentofthestrategyisexpectedtocontinuethrough2017.Thecommitteecanexpect anotherupdateuponcompletionofstage1andstage2andduringthedevelopmentofstage3. Uponcompletionofstage3thecommitteewillreceiveabroaderpresentationandanopportunityto reviewthestrategyasthey(andCouncil)willbeaskedtoendorsethestrategy.
