Zeilstra - Chair Councillors J. Gazzola and Z. Janecki, and Messrs. S. Miladinovic, S. Thomson, P. Ciuciura, B. Page, S. Burrows, M. Timmerman and S. Hamoen. Staff: L. Livingstone, Committee Administrator CSD-16-068 - HERITAGE PERMIT APPLICATION HPA-2016-IV-018 1. - 330 JOSEPH SCHOERG CRESCENT - MASONRY & WOOD TRIM REPAIRS The Committee considered Community Services Department report CSD-16-068, dated September 8, 2016 recommending approval of Heritage Permit Application HPA-2016-IV-018 to permit masonry and wood trim repairs at 330 Joseph Schoerg Crescent. Ms. G. MacNeil, Director of By-law Enforcement and Applicant, was in attendance to respond to questions. With regard to the process, Ms. Parks advised that if approved by unanimous consent, the Heritage Permit Application would be approved through delegated authority. Carried Unanimously The following motion was then voted on and was . On motion by Mr. S. Miladinovic - it was resolved: “That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2016-IV-018 be approved to permit masonry and wood trim repairs on the property municipally addressed as 330 Joseph Schoerg Crescent, in accordance with the plans and supplementary information submitted with the application.” CSD-16-065 - HPA-2016-IV-017 2. - 137-147 KING STREET EAST - WINDOW REPLACEMENT The Committee considered Community Services Department report CSD-16-065, dated September 8, 2016 recommending approval of Heritage Permit Application HPA-2016-IV-017 to permit window replacement at 137-147 King Street East. Ms. S. Parks presented the Report. With regard to the process, Ms. Parks advised that if approved by unanimous consent, the Heritage Permit Application would be approved through delegated authority. Janecki - it was resolved: “THAT pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2016-IV-017 be approved to permit window replacement on the property municipally addressed as 137-147 King Street East, in accordance with the plans and supplementary information submitted with the application.” CSD-16-064 – PROPOSED DESIGNATION OF 48 ONTARIO STREET NORTH 3. The Committee considered Community Services Department report CSD-16-064, dated August 31, 2016 recommending publication of a Notice of Intention to designate 48 Ontario Street North as being of cultural value or interest. Ms. S. Parks presented the Report. Mr. James Howe addressed the Committee in support of the Designation of 48 Ontario St. North noting it is an important opportunity for the City of Kitchener to demonstrate stewardship HERITAGE KITCHENER MINUTES OCTOBER 4, 2016 - 24 - CITY OF KITCHENER CSD-16-064 – PROPOSED DESIGNATION OF 48 ONTARIO STREET NORTH (CONT’D) 3. by designating a municipally owned heritage building. In addition, Mr. Howe requested that the statement of significance included in the designation by-law be modified to reflect the building as a location known to be the birthplace of blues music in Kitchener. Committee members generally expressed support for the inclusion of an acknowledgement of the importance of 48 Ontario St. North to blues music in the City of Kitchener. A discussion took place regarding the wording and it was agreed on by vote that the Statement would be “The Legion was well known for live modified to include the following reference to the Blues: entertainment, inspiring a vibrant local music scene and influencing the development of the Blues in Kitchener” . On motion by Mr. S. Miladinovic - it was resolved: “That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to designate the property known as 48 Ontario Street North as being of cultural heritage value or interest.” PUBLICATION - THE ECONOMICS OF HERITAGE DEVELOPMENT 4. - KITCHENER WATERLOO ASSOCIATION OF REALTORS Mr. L. Bensason addressed the Committee advising the Publication circulated to the members was produced by the Kitchener Waterloo Association of Realtors (KWAR). He indicated that KWAR, in cooperation with the North Waterloo Region Branch of the ACO, hosted a session with members of the development industry at the Registry Theatre on February 3, 2016 related to rehabilitation of heritage properties. He noted the event was positively received and attended and was moderated by Mr. Robert Shipley. HERITAGE BEST PRACTICES - SEPTEMBER 6, 2016 JOINT SUB-COMMITTEES 5. MEETING REPORT Mr. S. Hamoen and Ms. S. Parks reviewed the activities of the Heritage Promotion and Heritage Designation joint sub-committee meeting of September 6, 2016 advising an open house is being planned for November 10, 2016. Ms. Parks elaborated that at the November 1, 2016 Heritage Kitchener meeting, a draft invitation would be reviewed by the Committee with the intention that the invitation would be extended to owners of properties listed on the Municipal Heritage Register as non-designated properties of cultural heritage value or interest. Mr. Hamoen noted that the open house would provide information to the owners of listed properties on the benefits of the Heritage Designation process. HERITAGE BEST PRACTICES - OPEN FORUM 6. The Committee participated in a brief discussion regarding Heritage Best Practices. ADJOURNMENT 7. On motion, this meeting adjourned at 5:00 p.m. D. Livingstone Committee Administrator
