SUBJECT:Delegated Authority to Act as Account Representatives for the
Ontario Cap & Trade Program

RECOMMENDATION:
That the Manager of Gas Supply Operations & Regulations and the Regulatory
Analyst be authorized to act as the primary and alternate account
representatives, respectively, for The Corporation of the City of Kitchener, in
order to comply with the legislated requirements of the Ontario Cap & Trade
Program; and further,
That the DCAO of Infrastructure Services and the Director of Utilities be
authorized to execute any other required operational documents that fall within
the provisions of the Ontario Cap & Trade Program; such documentation subject
to the satisfaction of the City Solicitor.
BACKGROUND:
This is a follow up to report INS-16-067 regarding the Ontario Cap and Trade Program.
In order to fulfill the compliance obligations of the program, the provincial government
requires that the organization appoint two account representatives to manage the
compliance obligations for the utility.

REPORT:
All organizations that participate in the Ontario Cap and Trade program must appoint a
primary account representative (PAR) and an alternate account representative (AAR) to
manage the compliance obligations on behalf of the utility. Kitchener Utilities is a
mandatory participant in the program and must comply.
The PAR and AAR will have the same responsibilities as follows:
Represent the utility in the carbon market and compliance instrument trading
system.
Edit and update utility information as required.
Participate in the transfer of compliance instruments in fulfillment of the legislated
requirements of the program.
In order to create the PAR and AAR roles, a letter must be received from the City’s CAO
confirming the authorization of the above mentioned positions.
As this is a new provincial program, more operational requirements may be necessary
and staff is requesting that the Deputy Chief Administrative Officer of Infrastructure
Services and the Director of Kitchener Utilities be granted authority to sign documents
that are of an operational nature to create efficiencies and also to meet provincial
requirements and deadlines.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
