Report Card Data Review and Next Steps — Laurie Maicher
■ Mark reviewed the summary provided for Safe and Thriving Neighbourhoods including areas of strength and areas
that they felt may need additional attention.
■ The committee discussed the benefits of community driven projects within neighbourhoods and how these can be
beneficial. In regards to traffic calming, the team felt there was a comprehensive policy in place, which engaged the
neighbourhood, however it was identified that the comments received from resident feedback indicated 39%
dissatisfaction. Additionally, many neighbourhoods are being impacted by re-routed traffic due to construction which
could be impacting satisfaction levels. The group agreed it would be beneficial to indicate satisfaction with
approach, as well as concerns with neighbourhood impact; looking forward to understanding how the city will move
forward. The team indicated they can see the growth management strategy in action and progress on walkability of
the city which is a key piece of this strategic priority. They also agreed good work is taking place on the
Neighbourhood Strategy and look forward to seeing how things progress in the future.
■ Graham reviewed the summary provided for Sustainable Environment and Infrastructure highlighting areas they felt
were strengths as well as two that could be considered for additional attention.
■ Through discussion, the committee agreed it would be beneficial to see a more focused effort from the city on being
a green corporate leader, setting an example for the community and business owners. Cycling to be included in
Active Transportation options. Of survey respondents, 27% did not know enough to comment on this topic; the
committee agreed that further communication with residents regarding environmental projects and work of the
organization would be beneficial, as well as awareness building about environmental stewardship.
■ The committee individually reviewed Effective and Efficient City Services, with Laurie providing an overview of the
summary the team provided highlighting strengths and areas for improvement.
■ The committee discussed comments regarding bylaw and agreed to explore alternative wording. Traffic calming and
it's implementation is also touched on within the Neighbourhoods section, need to ensure consistent messaging.
With some dissatisfaction regarding roads and road maintenance, yet feedback received indicating satisfaction with
the level of services for the amount of taxes paid, Compass Kitchener agreed a few words will be included
regarding roads being a challenge in the next few years.
■ The committee considered their marking overall to ensure the grade provided was appropriate in conjunction with
other marks.
■ Laurie shared several options for providing this report card to council. The committee discussed the benefits of the
options provided, deciding to proceed with a letter grade to indicate the committees grading. Further, the committee
reviewed the marks provided and associated a letter name with each of the marks discussed. The committee
discussed and agreed to the report card grading for each of the five priority areas.
■ Laurie provided a draft report card layout for the committee's consideration. She clarified, the two write-ups and
introduction provided are in draft form. The committee took a moment to review and discuss initial thoughts on the
write-up provided. Compass Kitchener members are encouraged to provide Laurie with any feedback. Draft final
will be provided at June meeting, however there will be very little opportunity at that point for revisions.
■ Pete offered to draft the final three write-ups and provide to Laurie by May 13th. Information on timelines for staff
report, report card and presentation were shared with Compass Kitchener. The full committee is welcome to attend

Council for the presentation on June 6"'. Further, Laurie welcomed any ideas on how this could be shared with the
community.
■ NEXT STEPS: The report card subcommittee will prepare a presentation for Council to be shared with the full
committee at the June meeting.
4. Other Business
■ Justice Dinner information will be shared with the committee shortly. If you are interested in attending, please
