Approval of new chair As Chris Hyde has left the committee, the vice chair, Graham Jackson, has been asked to move into the chair position for the remaining meetings of this term. Moved by Tristan, second by Lynn. Passed. 2. Adoption of agenda The agenda for September 7, 2016 be approved by Compass Kitchener. Moved by Lori, second by Tristan. Passed. 3. Review of past minutes The minutes from June 1, 2016 be approved by Compass Kitchener. Moved by Pete, second by Roberto. Passed. 4. Follow up to Minutes ■ Nothing at this time. Laurie joined the meeting (4:15 p.m.) Community Engagement Review Update — Josh Joseph ■ With the use of a PowerPoint presentation, Josh provided an overview of the Community Engagement Review currently taking place within the City of Kitchener. Initially requested by Council, this comprehensive review of the community engagement strategy began in 2015. The project consists of three phases; the first, running from January to March 2016, was to develop the purpose and objectives, the second, running from April to August 2016, was to identify issues and opportunities, and the final, running from September to November will consist of action planning and development of recommendations. He provided additional information within each of these phases. ■ Josh reviewed the emerging themes from the review, highlighting work that is going well, along with areas for growth. ■ He advised two citizen workshops are being held: September 27 at Victoria Park Pavilion and October 4 at the Aud, Subscriber's Lounge. Compass Kitchener is welcome and encouraged to attend and provide input. ■ Important to include critical success factors in process moving forward when review is complete to ensure the organization continues to move forward on progress with community engagement recommendations. ■ Lynn provided a brief overview of the work the Actively Engaged Citizens subcommittee has completed in the last year. Lynn and Josh to connect regarding this work and consider where it fits within the community engagement review. Neighbourhood Strategy Update — Tristin Wilkin ■ Tristan provided an update on the work taking place with the Neighbourhood Strategy. The street team has been out and about the city, along with many events and an online survey to seek input on the Neighbourhood Strategy. She has been participating for a full year with a group of residents and staff on this project. Much info has been collected, and will now be analyzed into themes and developed into the strategy. ■ Going forth to Council in March, the strategy will include two subsections: the Neighbourhood Action Framework, and a Placemaking Framework. Tristan added, she feels it's a really good citizen lead strategy, and is excited to see the final document when it comes forth to council. ■ Tristan offered to consider the recommendations going forth to Council to see if Compass Kitchener can assist in the future. Engaged Citizens Subcommittee Question — Lynn Gazzola ■ Lynn provided a overview of the document circulated to the committee responding to the question: The last time you were involved in a public consultation or community engagement event, what made you feel heard (that input was valued), what made you feel like your input was not heard?, which was circulated at the last committee meeting. She is seeking feedback from the group on the summary, as well as perhaps some examples of experienced that could be included in document. ■ The committee considered what should be done with this information, and agreed it would come back to the larger committee for endorsement prior to sharing with Council or the organization. To be added to October agenda, and updated document circulated prior to meeting. ■ Laurie to connect Josh Joseph with Lynn for possible connections between work of subcommittee and community engagement review currently underway. 8. All Committee Gathering - November ■ Jenn provided several options for consideration for an Advisory Committee Gathering in the Fall of 2017. ■ The committee agreed to forego a gathering in November and consider options at the October meeting for an early gathering in 2018. 9. 2017-2018 Work Plan ■ Laurie provided the committee with a draft of the 2018-2019 work plan for review and input. She indicated there are three mandatory items including the Report Card, Community Survey and Community Priorities. She outlined timing associated with each of these items and indicated volunteers will be required in order to move these items forward. ■ The Report Card subcommittee will be meeting prior to the next regularly scheduled Compass Kitchener meeting to review the process that took place in 2016 and consider areas that worked well and areas that could be considered for improvement. ■ Laurie provided context to the Strategic Planning Process and more specifically the Community Survey and Community Priorities work plan items. There is a significant amount of work that needs to be accomplished for these two items in the next two year term of Compass Kitchener Advisory Committee. ■ A question was raised regarding Voter Turn out, and Laurie clarified, many groups are considering this, from an array of different angles. Compass Kitchener would focus on engaging citizens rather than the electoral process. 10. Other Business ■ Nothing at this time.
