CITY OF KITCHENER
A special meeting of City Council was held at 5:00 p.m. this date, chaired by Mayor B. Vrbanovic with
all members present except Councillors P. Singh and Z. Janecki.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
ZONE CHANGE APPLICATION — 1054 AND 1070 HIDDEN VALLEY ROAD -
WITHDRAWAL
Mayor B. Vrbanovic advised the Official Plan Amendment and Zone Change Application for 1054 and
1070 Hidden Valley Road have been withdrawn by the applicant; therefore, Council consideration is
not required this date.
2. RESIDENTIAL INTENSIFICATION IN ESTABLISHED NEIGHBOURHOODS STUDY TOUR
Council considered the following motion to facilitate a special Council meeting to be held on October
4, 2016 for the Residential Intensification in Established Neighbourhoods Study (REINS).
Moved by Councillor S. Davey
Seconded by Councillor S. Marsh
"WHEREAS Section 25.4.2 of the City of Kitchener Municipal Code Chapter 25 (Procedure)
states "all Council meetings will be held in the Council Chamber or at such other place as
Council may by resolution prescribe "; and,
WHEREAS the purpose of the Residential Intensification in Established Neighbourhoods
Study (RIENS) is to review the City's current planning approval process for new development
in established neighbourhoods to determine if changes are necessary to ensure a clear and
fair process for approving redevelopment projects; and,
WHEREAS Planning staff are organizing a bus tour of the RIENS study area for members of
Council and the public to be informed of the various zoning regulations and other planning
related tools under consideration affecting new infill development within the context of those
residential areas;
THEREFORE BE IT RESOLVED that in accordance with Section 25.4.2, a special Council
meeting be held from 1:15 p.m. to 3:30 p.m. on October 4, 2016 to facilitate a RU=NS bus tour
in the following residential areas:
• Central Neighbourhoods (Central Frederick, Auditorium, Eastwood, Southdale, Mill
Courtland); and,
• Vanier Community."

Seconded by Councillor D. Schnider
"That an in- camera meeting of City Council be held immediately following this special meeting to
consider a matter subject to solicitor- client privilege."
