REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: November 7th, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Steven Ryder, Traffic Technologist, 519-741-2200, ext. 7152 WARD(S) INVOLVED: Ward 7 DATE OF REPORT: September 9, 2016 REPORT NO.: INS-16-077 SUBJECT:On-Street Parking Regulations – Westforest Trail ___________________________________________________________________________ RECOMMENDATIONS: That parking be prohibited at any time on the south side of Westforest Trail from Highgate Road and a point 47 metres west thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Westforest Trail is a major collector roadway with primarily residential land use. In response to a request, on-street parking regulations have been reviewed. Currently on- street parking is permitted on both sides of Westforest Trail in the immediate area of Highgate Road for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Transportation Services received a request to review the existing on-street parking regulations. The request specifically cited safety concerns when vehicles park along Westforest Trail that impede sightlines when exiting Highgate Road. After reviewing sightlines at the intersection of Westforest Trail and Highgate Road, Transportation Services has determined, as per Transportation Association of Canada’s guidelines for major collector roadways, that minimum sightline requirements have not been met for vehicles to safely turn onto Westforest Trail when vehicles park along the south side of the roadway. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1 - 1 Accordingly, residents in the immediate area were notified of this proposed parking regulation change in September 2016. Transportation Services has not received any responses or input from residents. The prohibition of parking in this area will provide safer traffic operations on Westforest Trail. It is important to note that the proposed parking prohibition would result in the loss of approximately two (2) on-street parking spaces. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing “No Parking Anytime” signage is $300 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit on-street parking in this section of Westforest Trail. CONSULT – Residents were notified regarding this proposed parking regulation change through a mail out sent in September 2016, and received two responses in favour, and one response in opposition of the proposal.
