SUBJECT:On-Street Parking Regulations – Lorne Crescent

RECOMMENDATIONS: That parking be prohibited at any time along the inside
curve (odd numbered address side) of Lorne Crescent between Stirling Avenue
South and Stirling Avenue South; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Lorne Crescent is a local roadway with primarily residential land use. In response to
requests made from area residents, Transportation Services has reviewed the on-street
parking regulations.
REPORT:
Currently, on-street parking is permitted on both sides of Lorne Crescent between
Stirling Avenue South and Stirling Avenue South for a maximum period of three
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138.
Transportation Services received a request from concerned citizens to review the
existing on-street parking regulations on Lorne Crescent. The request cited concerns
about vehicles parking on both sides of the roadway creating difficulties for safe two-
way traffic on Lorne Crescent, as well as presenting a barrier to emergency service
vehicles.
In addition, the Kitchener Fire Department has indicated that emergency vehicle access
to and from residential properties on Seneca Drive which can only be accessed via

Lorne Crescent is also impacted by the narrowing of the roadway while vehicles are
parked along both sides and supports parking on one side only.
Residents in the immediate area were surveyed regarding a parking prohibition in
September 2016. The results of the survey are as follows:
In favour of prohibiting on-street parking on the 15 (65.2%)
inside curve of Lorne Crescent:
In favour of leaving the current regulation as is: 8 (34.8%)
TOTAL 23 out of 56 - (41% responded)
As indicated above, 65% of the residents that responded to the survey are in favour of
prohibiting on-street parking along the inside curve of Lorne Crescent between Stirling
Avenue South and Stirling Avenue South.The prohibition of parking in this area will
provide overall safer traffic operations along Lorne Crescent. It should be noted that this
will result in the loss of approximately 55 legal parking spaces.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing ‘No Parking Anytime’ signage along this section
of Lorne Crescent is $500 and will be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents were made aware of the proposed
changes to prohibit on-street parking in this section of Lorne Crescent through a mail
out sent in October 2016
CONSULT – Directly affected constituents were surveyed regarding this proposed
parking regulation change in September 2016.
