SUBJECT:Fourth Avenue Reconstruction - Consultant Purchase
Order Increase

RECOMMENDATION: That an extension of the purchase order issued to
Associated Engineering Ltd. for Engineering Consultant services related to the
reconstruction of Fourth Avenue between Kingsway Drive and Connaught Street
in the amount of $ 50,813.90, be approved.
BACKGROUND:
Through the Accelerated Infrastructure Renewal Program (AIRP), the reconstruction of
Fourth Avenue between Kingsway Drive and Connaught Street was identified as a
priority project. Associated Engineering Ltd. was retained by the City through the
consultant selection process (E15-084) in November 2015, to complete the design and
provide contract administration and inspection services related to the reconstruction of
Fourth Avenue. The Council approved fees for Associated Engineering Ltd. are
$188,320.00 plus applicable taxes. Construction is expected to occur during the 2017
construction season.
REPORT:
The Fourth Avenue Reconstruction project is currently in the design phase. City staff is
requesting additional tasks be completed by Associated Engineering Ltd. that are
outside of the defined scope of work but related to this project. These tasks are related
to the design and contract administration of the reconstruction of 90 meters of
Connaught Street between Third Avenue and Fourth Avenue which is adjacent to the
current project limits.
During the detailed design of Fourth Avenue it was identified that due to required pipe
sizing changes, some areas of Fourth Avenue cannot be built properly without lowering

some of the underground pipe network. In order to do this, some pipe further
downstream on Connaught Street will have to be replaced. The infrastructure on
Connaught is of similar age and would have otherwise been identified for rehabilitation
work in the future.
The fee request has been reviewed and compared to the fees for the original Fourth
Avenue assignment. Based on this comparison the price for the expanded scope is fair
and reasonable.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding for the purchase order extension will be provided from the Fourth Avenue
project account in the 2017 budget. Funding for the construction of Connaught will be
provided in the 2017 budget. The source of funding will be the AIRP program.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONCLUSION:
Staff have reviewed the request and recommend that the existing purchase order to
Associated Engineering Ltd. be increased to complete the remaining phases of this
project.
