NOVEMBER 7, 2016 CITY OF KITCHENER
A special meeting of City Council was held at 11:33 a.m. this date, chaired by Mayor B. Vrbanovic
with all members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
INS -16-086 — SCHOOL TRAFFIC SAFETY — DOON SOUTH DRIVE
Council considered Infrastructure Services Committee report INS -16-086, (K. Carmichael), dated
October 19, 2016 recommending that an adult crossing guard not be placed at the intersection of
Doon South Drive and Doon Village Road. Staff, however, is recommending an investigation of
improved pedestrian facilities for that intersection as part of the current Doon South Drive traffic
calming review.
A motion was brought forward by Councillor Y. Fernandes, seconded by Councillor F. Etherington, to
add a crossing guard at the subject intersection.
Responding to questions, Mr. K. Carmichael, Interim Director of Transportation Services, confirmed
the installation of an adult crossing guard is not supported at this time due to the outcome of the gap
studies, adequate pedestrian visibility, the use of the centre median as a refuge, as well as the age of
the students crossing at this location. He agreed to investigate whether a student crossing guard
from the area school could be used at the subject intersection. He acknowledged the proposed traffic
calming review for Doon South Drive is underway and adjusting the posted speed limit in this area to
40 kilometers an hour could be examined as a part of that process.

CAO -16-032 — ROOFTOP SOLAR APPLICATIONS — INDEPENDENT ELECTRICITY
SYSTEM OPERATOR FEED -IN TARIFF (FIT) PROGRAM — FIT 5 PROGRAM
Council was requested to consider a recommendation arising from the Finance and Corporate
Services Committee meeting held earlier this date.

Seconded by Councillor S. Marsh
"WHEREAS capitalized terms not defined herein have the meanings ascribed to them in the
FIT Rules, Version 5.0; and,
WHEREAS the Province's FIT Program encourages the construction and operation of rooftop
solar generation projects (the "Projects"); and,
WHEREAS one or more Projects may be constructed and operated in the City of Kitchener;
and;

WHEREAS, pursuant to the FIT Rules, Version 5.0, Applications whose Projects receive the
formal support of Local Municipalities will be awarded Priority Points, which may result in the
Applicant being offered a FIT Contract prior to other Persons applying for FIT Contracts;
THEREFORE BE IT RESOLVED that the City of Kitchener supports the construction and
operation of the Projects anywhere in the City of Kitchener, as outlined in Chief Administrator's
Office report CAO -16-032; and,
BE IT FURTHER RESOLVED that this resolution's sole purpose is to enable the participants in
the FIT Program to receive Priority Points under the FIT Program and may not be used for the
purpose of any other form of municipal approval in relation to the Application or Projects, or for
any other purpose; and,
BE IT FINALLY RESOLVED that this resolution shall expire twelve (12) months after its
adoption by Council."

IN -CAMERA MEETING AUTHORIZATION
Councillor J. Gazzola declared a pecuniary interest with regard to Item 2 [Land Acquisition /
Disposition (345 King Street West)] of the In -camera agenda of this date, as a family member is
employed by one of the parties to the land acquisition / disposition. Accordingly, he would not be in
attendance for the duration of that discussion.
Councillor P. Singh declared a pecuniary interest with regard to Item 2 [Land Acquisition / Disposition
(345 King Street West)] of the In -camera agenda of this date, as members of his family own real
estate in the vicinity of the property that is subject to the land acquisition / disposition. Accordingly, he
would not be in attendance for the duration of that discussion.
Mayor B. Vrbanovic advised that as a result of the identified pecuniary interests, Item 2 of the In -camera
agenda of this date would be voted on separately.

"That an in -camera meeting of City Council be held immediately following this special meeting to
consider two land acquisition /disposition matters."

"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
