Rehabilitation

RECOMMENDATION:
That Expression of Interest E16-100 Consultant Services – Old Mill Road Bridge
Rehabilitation, be awarded to AECOM Canada Ltd., Kitchener, Ontario, at their
estimated fee of $101,290.20, including contingencies of $9,208.20, plus H.S.T. of
$13,167.73, for a total of $114,457.93, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The Old Mill Road Bridge is located 200 m east of Mill Park Drive on Old Mill Road,
spanning over the Schneider Creek. The bridge was constructed in 1980. In past years,
Ontario Structure Inspection Manual (OSIM) inspection reports recommended
rehabilitation of the structure to avoid further escalated deterioration and to maintain the
bridge in safe operating condition.
The proposed rehabilitation work includes, but is not limited to: the rehabilitation of the
bridge deck, repave asphalt wearing surfaces including approaches, converting existing
abutments to semi-integral details by removing expansion joints, if it’s feasible and cost
effective, repair/replacement of sidewalk, parapet walls and railing, if required as per
bridge design code requirements, repair girder-ends, concrete delamination/spalls
repair on diaphragms, deck soffits, exterior and faces of abutment and retaining walls,
and other items as required to maintain the bridge in a safe operating condition.

Old Mill Road has mostly residential properties along it and is a two lane local road
within the City. Options for construction staging to allow vehicular traffic to continue
using the bridge during construction will be explored during design. It is expected that
construction will begin in summer 2017.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of S. Shah, Design Engineer, J. Stevenson, Engineering Construction Project
Manager, S. Allen, Manager of Engineering Design & Approvals and L. Stecho,
Supervisor of Purchasing.
Expressions of Interest were requested from three (3) consulting firms and by the
closing date of Friday October 28, 2016, two (2) responses had been received.
The review committee met on Friday November 4, 2016, to review the submissions.
The Committee recommends awarding the project to AECOM Canada Ltd., Kitchener,
Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Completeness of the Proposal
• Qualifications / Expertise
• Past Performance
• Knowledge of the City (re: this area)
• Cost of Consultant’s Fees

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of
these types of projects typically involves city staff and resources from across the
corporation. These costs are included in the line item "Projected Costs: Staff
Time/Permitting/Material testing", and will be itemized when they exceed $125,000.
Included in this line item are staff time and expenses for all city staff in support of the

project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring
and traffic control, alternate access and parking requirements and any other
miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this expression of interest (A), is fair and reasonable for a purchase of
this scope and the upset limit is within the budget allowance (B) provided within the
budget. Funding for this purchase is included within the approved capital budget. The
estimated surplus (D) will remain in the account for the construction phase.
