Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. APPOINTMENTS TO BOARDS AND COMMITTEES Council considered Finance and Corporate Services Department report FCS -16-178 (C. Tarling) regarding the Nominating Committee's suggested list of candidates for the 2016 — 2018 Advisory Committee vacancies. Mayor B. Vrbanovic noted that recommendations for appointments to the Centre in Square and Kitchener Housing Inc. Boards will be presented at a future meeting. Council considered the appointment of the Chairs and Vice -Chairs to the Standing Committees of Council using the approved nomination and voting procedures. The following were nominated for Chair of the Community and Infrastructure Services Committee: Councillors B. loannidis and Y. Fernandes. Councillor B. loannidis was appointed as Chair. The following were nominated for Vice -Chair of the Community and Infrastructure Services Committee: Councillors S. Marsh and Y. Fernandes. Councillor S. Marsh was appointed as Vice -Chair. Councillor Z. Janecki left the meeting at this time. The following were nominated for Chair of the Finance and Corporate Services Committee: Councillors S. Davey and J. Gazzola. Councillor S. Davey was appointed as Chair. The following were nominated for Vice -Chair of the Finance and Corporate Services Committee: Councillors D. Schnider and J. Gazzola. Councillor D. Schnider was appointed as Vice -Chair. The following were nominated for Chair of the Planning and Strategic Initiatives Committee: Councillors P. Singh and Y. Fernandes. Councillor P. Singh was appointed as Chair. The following were nominated for Vice -Chair of the Planning and Strategic Initiatives Committee: Councillors K. Galloway-Sealock, Y. Fernandes and J. Gazzola. Councillor K. Galloway-Sealock was appointed as Vice -Chair. Council considered the appointments of members to the various Advisory Committees and Boards using the approved nomination and voting procedures. The appointments as approved are attached to, and form part of, these minutes. In response to a question from Council, Ms. C. Tarling, Director, Legislated Services and City Clerk, explained the approved process requires a Council Member to accept a nomination before their name can be put forward as a candidate for a Committee appointment. Councillor S. Marsh recommended appointing two alternate citizen members to the Arts and Culture Advisory Committee in addition to the recommended candidates. Moved by Councillor S. Marsh Seconded by Councillor Y. Fernandes "That in addition to the recommended candidates, Lori Thompson and Deb Westman be appointed as alternate members to the Arts and Culture Advisory Committee." Carried. Councillor Z. Janecki re-entered the meeting at this time. Moved by Councillor Y. Fernandes Seconded by Councillor S. Marsh "That in addition to the recommended candidates, Amber Sare be appointed as an alternate member to Compass Kitchener." Carried. SPECIAL COUNCIL MINUTES NOVEMBER 21, 2016 - 195-CITY OF KITCHENER Moved by Councillor S. Marsh Seconded by Councillor Y. Fernandes “That Leyton Collins be appointed as an alternate member to Compass Kitchener.” Carried. Council requested the Nominating Committee consider recommending alternates for the Advisory Committees in the future. Moved by Councillor Y. Fernandes Seconded by Councillor S. Marsh “That notwithstanding the Terms of Reference for the Cycling and Trails Advisory Committee restricting citizen members to 11, 12 members of the community- at-large be appointed; and, That in addition to the recommended candidates, Tim Mollison be appointed to the Cycling and Trails Advisory Committee.” Carried. Council noted the Downtown Action and Advisory Committee has a number of vacancies in the business and building owner sectors. Council directed the Downtown Action and Advisory Committee to review the current membership balance among the sectors and recommend possible changes to the Committee’s Terms of Reference to the Nominating Committee. Councillor Y. Fernandes advised the Environment Committee frequently has issues with quorum and recommended adding an additional member. Moved by Councillor Y. Fernandes Seconded by Councillor S. Marsh “That notwithstanding the Terms of Reference for the Environmental Committee, 12 members of the community- at- large be appointed; and, That, in addition to the recommended candidates, Edward Saxon be appointed to the Environmental Committee.” Carried. Moved by Councillor S. Davey Seconded by Councillor B. Ioannidis “That notwithstanding the Terms of Reference, three Councillors be appointed to Heritage Kitchener.” Carried. The following Councillors were nominated for Heritage Kitchener: Councillors Z. Janecki, B. Ioannidis, J. Gazzola and P. Singh. Councillors B. Ioannidis, J. Gazzola and P. Singh were appointed to Heritage Kitchener. Moved by Councillor Y. Fernandes Seconded by Councillor S. Marsh “That in addition to the recommended candidates, Russ Parnell (Building Industry) and Chris Farley (Historian), be appointed to Heritage Kitchener.” Carried. The following individuals were nominated for the Property Standards Committee: Karen Taylor- Harrison, Kristy Schneider, Barb Blunden, Terry Boutilier, Christina Rooney, Brendan Levanto, and Michael Pulley. Christina Rooney, Terry Boutilier, Kristy Schneider, and Michael Pulley were appointed to the Property Standards Committee. SPECIAL COUNCIL MINUTES NOVEMBER 21, 2016 - 196-CITY OF KITCHENER Moved by Councillor P. Singh Seconded by Councillor B. Ioannidis “That notwithstanding the Terms of Reference, two Councillors be appointed to the Kitchener In Bloom Committee.” Carried. The following were nominated as members for the Kitchener In Bloom Committee: Councillors P. Singh, Z. Janecki and Y. Fernandes. Councillors P. Singh and Y. Fernandes were appointed to the Committee. The following were nominated as members for the Oktoberfest Advisory Council: Councillors D. Schnider, Z. Janecki and B. Ioannidis. Councillors D. Schnider and B. Ioannidis were appointed to the Oktoberfest Advisory Council. Councillor J. Gazzola left the meeting at this time. It was noted that accordance with Clause 5 (a) of Council Policy 1 -63 (Appointments to Boards and Committees), a resolution approved by a two-thirds majority vote is required to appoint an individual to an advisory committee or board who has already served the maximum 8 consecutive years. Moved by Councillor Y. Fernandes Seconded by Councillor K. Galloway-Sealock “"That notwithstanding the provisions of Clause 3.3 of Council Policy 1 -63 (Appointments to Boards and Committees), Council hereby confirms the following appointments in excess of the maximum allowable years of service; namely: Mark Bingeman – Economic Development Advisory Committee; Jeremy Auger - Economic Development Advisory Committee; and, Bob McColl – Kitchener Housing Inc. Board.” Carried. Council was in receipt of correspondence from Mr. J. Van Ooteghem, President, Kitchener Power Corporation, dated October 17, 2016, requesting that Council consider the appointment recommendations of the Kitchener Power Corporation Board of Directors Nominating Committee. Accordingly, the current terms of Councillors F. Etherington and K. Galloway-Sealock were extended to March 15, 2017. The following Councillors were nominated to the Kitchener Power Corporation Board of Directors: Councillors B. Ioannidis, S. Davey and Z. Janecki. Councillors S. Davey and B. Ioannidis were appointed to the Kitchener Power Corporation Board of Directors for a term from March 16, 2017 to May 31, 2018. And finally, Messrs. Dave Schnarr and James Phillips were appointed to the Board of Directors for a further term of January 1, 2017–May 31, 2018. Moved by Councillor B. Ioannidis Seconded by Councillor S.
