SUBJECT:Sanitary System, Sanitary Forcemain and Watermain
Installation Contract New Dundee Road (Dodge Dr. to Robert
Ferrie Drive) – Contractor P.O. Extension

RECOMMENDATION:
That an extension of the purchase order issued to Regional Sewer and Watermain
for construction services related to the construction of the linear works
associated with the new Doon South Sanitary Pumping Station located on New
Dundee Road in the amount of $ 37,344.00, be approved.
BACKGROUND:
To provide sanitary servicing to new developments in the south end of Kitchener, the
need and location for a new sanitary pumping station was determined through the
completion of an Environmental Assessment, completed in 2009. The tender for the
Construction for the new pumping station was released in late 2014. At the same time,
under a separate tender, the ancillary support works (forcemain and sewer) for the
pumping station was also tendered.
The pumping station, and associated discharge forcemain, was included in the DC
Background Study. To bring the pumping station online prior to the planned date shown
in the DC Background Study, funding was provided by a Developer through a Credit for
Service agreement. The Credit for Service agreement included the construction of the
pumping station, forcemain and water service.
In December of 2014, the City retained Regional Sewer and Watermain to complete the
construction of the trunk sanitary sewer, the forcemain, and water service. The Council
approved fees for Regional Sewer and Watermain for this project were $ 4,166,626.90
plus applicable taxes.

REPORT:
Regional Sewer and Watermain completed the construction of the works included in
tender T14-093 in September of 2015 and subsequently received final payments for
their work in January of 2016. As a result of a year-end financial audit by Regional
Sewer and Watermain, a quantity discrepancy in the amount of sewer pipe was
discovered and confirmed by the City.
Specifically, the installation required 12.11 metres more sewer than what was indicated
in the contract documents.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
None.
Funding will be provided from the Doon South project account.
The fee increase is based on final audited and measured quantities.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONCLUSION:
Staff has reviewed the request and recommend that the existing purchase order to
Regional Sewer and Water be increased to reflect the final cost of the works completed.
