BACKGROUND: Falling Green Crescent is a local roadway with primarily residential land use. In response to a request citing access and safety concerns, on-street parking regulations have been reviewed. Currently on-street parking is permitted on both sides of Falling Green Crescent for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Transportation Services received a request to review existing on-street parking regulations. The request specifically cited safety concerns when vehicles park along the curved sections of the roadway impeding sightlines for motorists attempting to maneuver through the curve. Residents in the immediate area were surveyed regarding the proposed parking regulation change in July 2016. The proposed prohibitions were as follows: the south-west corner of Falling Green Crescent (by 357 Falling Green Crescent) from a point 52 meters west of Falling Green Crescent, around the corner, to a point 30 meters west thereof the north-east corner of Falling Green Crescent (by 279 Falling Green Crescent) from a point 130 metres north of Falling Green Crescent, around the corner, to a point 30 metres north thereof the north-west corner of Falling Green Crescent (by 295 Falling Green Crescent) from a point 207 metres north of Falling Green Crescent, around the corner, to a point 30 metres south thereof The results of the survey are as follows: In favour of implementing a the proposed parking regulations: 7 (64.0%) In favour of leaving the current regulation as is: 4 (36.0%) TOTAL 11 out of 32 - (34% responded) As indicated above, 7 out of 11 respondents, or 64%, are in favour of prohibiting on- street parking on Falling Green Crescent as per the proposal. However, six (6) of the responses received were from residents living along the north- east and north-west corners of Falling Green Crescent and results were inconclusive (three \[3\] votes in favour, three \[3\] votes against). The remaining five (5) responses (four \[4\] votes in favour, one \[1\] vote against) were from residents living along the south-west corner of Falling Green Crescent. Based on the results of the survey, Transportation Services is recommending that the current parking regulations on Falling Green Crescent be amended to prohibit on-street parking at any time along the inside corner by 357 Falling Green Crescent from a point 52 metres west of Falling Green Crescent, around the corner, to a point 30 metres west thereof. The on-street parking regulations for the remaining portion of the street will remain as is. The proposed parking prohibition on Falling Green Crescent would help alleviate sightline issues caused by parked cars, as well as provide safer two-way traffic operation and residential driveway access. FINANCIAL IMPLICATIONS: The approximate cost for implementing “No Parking Anytime” signage is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were notified about this meeting by mail out sent in November 2016 regarding the proposed on-street parking changes. CONSULT - Residents were surveyed regarding this proposed parking regulation change through a mail out sent in July 2016, with majority support received for prohibiting parking.
