SUBJECT:All-Way Stop Control – Old Zeller Drive and Pebblecreek
Drive/Watervale Drive

RECOMMENDATIONS:
That an all-way stop control be installed at the intersection of Old Zeller Drive and
Pebblecreek Drive/Watervale Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received multiple requests to review the existing traffic
control at the intersection of Old Zeller Drive and Pebblecreek Drive/Watervale Drive.
The request cited concerns regarding pedestrian crossing difficulties on Old Zeller Drive
and general concerns with all-around safety of the intersection. It was requested that an
all-way stop be considered to control traffic.
REPORT:
According to the City of Kitchener’s Official Plan, Old Zeller Drive is designated as a
minor collector roadway, while Pebblecreek Drive and Watervale Drive are designated
as major collector roadways. Currently, traffic on Pebblecreek Drive/Watervale Drive
stops and yields right of way to traffic on Old Zeller Drive.
In response requests received, a traffic study was conducted for the intersection of
Old Zeller Drive and Pebblecreek Drive/Watervale Drive on October 20, 2016. The
results of the study were compared to the City of Kitchener’s all-way stop warrant
requirements. These requirements are a set of guidelines based on the all-way stop
warrants established by the Ministry of Transportation of Ontario and the Institute of
TransportationEngineers.

While Pebblecreek Drive/Watervale Drive is designated as a major collector, it is short
in length and traffic on Pebblecreek Drive/Watervale Drive are required to stop and
provide right-of-way to traffic on Old Zeller Drive. In that respect, Transportation
Services evaluated the roadway based on the minor collector all-way stop warrant. The
results are as follows:

As the results above indicate, this intersection is at 99% of the warrant for an all-way
stop, including the important aspect of the volume split meeting the warrant. Due to
expected future traffic conditions, it is anticipated that volumes will increase as the rest
of the subdivision continues to develop, thereby justifying the proactive installation of an
all-way stop.
Based on the results of the traffic study and the concerns raised by area residents,
Transportation Services is recommending that an all-way stop be installed at the
intersection of Old Zeller Drive and Watervale Drive/Pebblecreek Drive.

The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
The approximate cost for the installation of an all-way stop at Old Zeller Drive and
Pebblecreek Drive/Watervale Drive is $1,000, including materials and installation and
will be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONSULT – This recommendation has been communicated with the local Ward
Councillor.
