SUBJECT:All-Way Stop Control – Activa Avenue @ Isaiah Drive

RECOMMENDATIONS:
That an all-way stop be installed at the intersection of Activa Avenue and Isaiah
Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing traffic control at
the intersections of Activa Avenue at Isaiah Drive and Activa Avenue at Snowdrop
Crescent. The request cited concerns from pedestrians having difficulty crossing Activa
Avenue and from residents egressing from their driveways along the curved section of
Activa Avenue. It was requested that an all-way stop be considered to control traffic at
this intersection.
REPORT:
Activa Avenue at Isaiah Drive
According to the City of Kitchener’s Official Plan, Activa Avenue is designated as a
minor collector roadway, while Isaiah Drive is designated as a local street. Currently,
traffic on Isaiah Drive stops and yields right of way to traffic on Activa Avenue.
In response to the request, a traffic study was conducted for the intersection of Activa
Avenue and Isaiah Drive on October 6, 2016. The results of the study were compared
to the City of Kitchener’s all-way stop warrant requirements. These requirements are a
set of guidelines based on the all-way stop warrants established by the Ministry of

Transportation of Ontario and the Institute of Transportation Engineers. The results
are as follows:

The total vehicle volume on all
intersection approaches averages 250

Based on the traffic volumes and volume split, this intersection meets the warrant for an
all-way stop. The installation of an all-way stop at this location will properly allocate
right-of-way within this intersection, helping to improve vehicle and pedestrian safety.
Activa Avenue at Snowdrop Crescent
According to the City of Kitchener’s Official Plan, Activa Avenue is designated as a
minor collector roadway, while Snowdrop Crescent is designated as a local street.
Currently, traffic on Snowdrop Crescent stops and yields right of way to traffic on Activa
Avenue.
In response to the request, a traffic study was conducted for the intersection of Activa
Avenue and Snowdrop Crescent on October 13, 2016. The results of the study were
compared to the City of Kitchener’s all-way stop warrant requirements. The results are
as follows:

As the results indicate above, this intersection does not meet the warrant for an all-way
stop based on traffic volumes and volume split.
Accordingly, Transportation Services does not recommend that an all-way stop be
installed at the intersection of Activa Avenue and Snowdrop Crescent.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for the installation of an all-way stop at Activa Avenue and Isaiah
Drive is $1,300, including materials and installation and will be taken from the existing
sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONSULT – This recommendation has been communicated with the local Ward
Councillor.
