SUBJECT:Doon Village Road Traffic Calming Review

RECOMMENDATION:
That a Pedestrian Refuge Island be installed at the intersection of Doon Village Road and
Anvil Street; and further,
That the exclusive right turn lanes be removed from all four approaches at the
intersection of Doon Village Road and Pioneer Drive and replaced with exclusive left turn
lanes; and further,
That the exclusive right turn lane be removed from the north approach at the intersection
of Doon Village Road and Bechtel Drive and replaced with an exclusive left turn lane; and
further,
That the exclusive left turn lane be removed from the south approach at the intersection
of Doon Village Road and replaced with an exclusive right turn; and further,
That a multi-use path be implemented on the east side of Doon Village Road between
Farrier Drive and Homer Watson Boulevard; and further,
BACKGROUND:
Traffic volume and speeding are significant safety related issues frequently raised by residents
of affected neighbourhoods in the City of Kitchener. In response to these issues, Council
reviewed, updated and subsequently adopted a Traffic Calming Policy in 2014 and established
an annual budget to address traffic management issues in residential neighbourhoods. The
traffic calming policy outlines a number of evaluation criteria that provide a fair and consistent
review of streets and communities, while defining and prioritizing the individual streets and/or
communities that are most in need of traffic calming from a traffic safety perspective.

In March 2014, Council approved report INS-14-046, “2014 Traffic Calming Priority”, which
recommended that a traffic calming review be conducted for Doon Village Road.
REPORT:
In May 2014, Transportation Services initiated a traffic calming review. Subsequently, two public
meetings were held in November 2014 and June 2016 to discuss the traffic calming review
process along with the current traffic conditions, alternative design options as well as the
advantages and disadvantages of each design alternative and present the preferred design
alternative option as determined by the traffic calming steering committee.
In September 2016, Transportation Services staff mailed a final survey to all affected area
residents and property owners within the Doon Village Road neighbourhood. This survey asked
all residents and property owners if they were in favour of the recommended traffic calming
plan. The intent of the survey was to determine if there was sufficient support for the
implementation of the recommended traffic calming measures. As per the City of Kitchener
Traffic Calming policy, a minimum of 50% of directly affected residents / property owners must
respond to the survey and 60% of the respondents must support the recommended plan, in
order for there to be any further consideration of the plan.
There were a total of 571 properties surveyed within the boundaries of the study area. The
results of this survey are as follows:
In favour of the recommended plan: 48 (87%)
Opposed to the recommended plan: 7 (13%)
Total 55 responded out of 571 (9%)
Based on the results above, the Doon Village Road traffic calming review did not meet the
required minimum community support as outlined in the City of Kitchener Traffic Calming policy.
However, it is important to note that the vast majority of respondents are in favour of
implementing the traffic calming measures. Transportation Services recommends that the
preferred traffic calming plan be implemented. This plan includes improved pedestrian facilities,
intersection improvements at the intersections of Doon Village Road and Pioneer Drive and
Doon Village Road and Bechtel Drive, as well as a pedestrian refuge island at Doon Village
Road and Anvil Street to ultimately create a safer environment for all road users.

FINANCIAL IMPLICATIONS:
The total cost of implementing the traffic calming plan is approximately $30 000.
COMMUNITY ENGAGEMENT:
INFORM – Directly affected residents of Doon Village Road have been involved in this traffic
calming review throughout the entire process. The review included confirmation by the residents
via a survey to initiate the review, two (2) public meetings to gain input on any issues along
Doon Village Road, as well as receive feedback on the proposed solution. The approval plan
was supported by the majority of responding residents through another formal survey.
CONSULT - Residents were notified regarding of this report recommending the implementation
of the proposed traffic calming plan.
