McCormick, Manager Parking Enterprise, 519-741-2200 x7155 WARD(S) INVOLVED: 9 DATE OF REPORT: November 29, 2016 REPORT NO.: INS-16-097 SUBJECT:Parking Agreement with General Motors of Canada Company ___________________________________________________________________________ RECOMMENDATION: That the Chief Administrative Officer or a Deputy Chief Administrative Officer be authorized to execute a parking agreement with General Motors of Canada Company (GM) regarding the provision of parking for one (1) year at 28 Water Street South with a month to month option thereafter, said agreement to be to the satisfaction of the City Solicitor. BACKGROUND: GM has approached the City to launch its Maven vehicle sharing in Canada, to be in Downtown Kitchener and near Communitech. In order to make the program a success, they are looking for a parking location for a fleet of five (5) vehicles. The location GM has requested is 28 Water Street South (Lot 3) at the corner of Charles & Water Streets. Maven is a vehicle sharing service. Their vehicles can be accessed with a smart phone application. Council has previously approved staff report CSD-10-065 regarding Grand River Car Share. Although GM and Grand River Car Share are similar business ventures, each are unique, servicing a different niche in the market. REPORT: GM would like to rent five (5) parking spaces at 28 Water Street South for the purpose of operating an “upscale” vehicle sharing service including fully loaded vehicles and the ability for customers to choose specific vehicle models. The agreement is for a one (1) year period. After the first year, the agreement can be continued on a month to month basis, relocated to other facilities or terminated. GM has agreed to pay the regular monthly parking fee for these spaces. The adoption of car sharing supports many municipal goals including the advancement of transportation demand management (e.g. the reduction of road and parking congestion); improving air quality and mitigating climate change; and the provision of essential and equitable mobility. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: GM will be responsible for 100% of the current parking user fees and all signage costs. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
