Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. IN -CAMERA MEETING AUTHORIZATION Moved by Councillor B. loannidis Seconded by Councillor D. Schnider "That an in -camera meeting of City Council be held immediately following this special meeting to consider a land acquisition / disposition matter and a labour relations matter." Carried The meeting then recessed at 12:20 p.m. and re -convened at 5:09 p.m. chaired by Mayor B. Vrbanovic and with all members present. 2. CAPITAL BUDGET - DIRECTION Moved by Councillor S. Davey Seconded by Councillor D. Schnider "That the report of the Finance and Corporate Services Committee be adopted." Carried. 3. IN -CAMERA ITEM Council considered Finance and Corporate Services Department report FCS -16-187 (B. Soye) containing a recommendation regarding a Memorandum of Settlement. Moved by Councillor B. loannidis Seconded by Councillor D. Schnider "That Council approve the terms and conditions contained in the Memorandum of Settlement dated November 1, 2016 to establish the 2016-2018 collective agreements with CUPE 68 (civic) and CUPE 68 (mechanics) and further, That the Mayor and the Clerk be authorized to execute documentation arising therefrom." Moved by Councillor B. loannidis Seconded by Councillor P. Singh "That Councillor B. loannidis be appointed as an alternate member of the Property Standards Committee to serve at times when it is unable to achieve quorum." Carried. MAYOR /R SPECIAL COUNCIL MINUTES NOVEMBER 28, 2016 -223- CITY OF KITCHENER REPORTS ADOPTED BY COUNCIL FINANCE AND CORPORATE SERVICES COMMITTEE — That staff be directed to report and / or take appropriate action on the following matters arising from the November 28, 2016 Special Finance and Corporate Services Committee meeting relative to the 2017 Capital Budget, as outlined in the chart below: pivIs,iion/Arm Topic Action KITCHENER Capital Balances Provide an update on the $5M existing capital PUBLIC LIBRARY balance for the KPL Main Branch library. Provide information about how the Economic Development Reserve could be used for "place making" outside of the downtown core and how it ties in with the Neighbourhood Strategy. Reserves Provide an Issue Paper identifying the existing Economic Development staff and programs ECONOMIC that benefit the suburbs. It should also indicate DEVELOPMENT what items listed in the Economic Development Reserve projection benefit the suburbs. Provide information about the existing capital balance of $73,000. for Christkindl and the Christkindl Market decision to use the funds to celebrate the 20th anniversary of the market. (e.g. additional outdoor huts, signage etc. Federal Gas Tax Provide project and cost eligibility criteria re uired to utilize Federal Gas Tax funding. Provide additional information on the Brownfield Remediation Program including: • The benefits and challenges of the program FINANCIAL including examples of successful and PLANNING Brownfield unsuccessful past projects and how they Remediation contributed to the tax base; Program • The rational for funding from the capital pool rather than Economic Development Reserve Fund -land, • Recirculate previous reports approving and explaining the program. Recirculate the Arts & Culture policy and prepare a report, outside of the budget ARTS & CULTURE Public Art Installation process, about the selection of Public Art installations and prioritizing pieces that require less maintenance. SPORT DIVISION Class Registration Recirculate a copy of the report where Council Program approved replacing the CLASS system. Heritage Property Provide the history of Heritage Property Grant PLANNING Grant Program Program, including information of actual spent versus budget. Accelerated Recirculate information outlining the Infrastructure methodology of how Accelerated Infrastructure Replacement Replacement Program (AIRP) projects are ENGINEERING Program (AIRP) prioritized. Provide information identifying the Provincial Stormwater Utility Act(s) that govern stormwater facility retrofits and the applicable timelines for compliance.
