That Expression of Interest E16-108 Consultant Services – Post-Development

BACKGROUND:
The City of Kitchener requires a snow storage disposal facility to meet its legislated
requirements for snow removal. A permanent snow storage disposal facility will meet
the community’s immediate and future needs and will help to provide a safer winter
experience for residents and visitors to the area. In 2015, a site selection process
identified the Battler site as the preferred location. The location was confirmed by
Council and funding for its construction was provided. The SSDF (Snow Storage
Disposal Facility) will be operational in January 2017.
To ensure proper operation of the SSDF the post-development monitoring program was
developed to continuously test and monitor surface water, ground water, and biological
diversity in the immediate surrounding area for a five (5) year period. Testing is
mandated by the GRCA (Grand River Conservation Authority), MOECC (Ministry of
Environment and Climate Change), and the Region of Waterloo in order to ensure that
