BACKGROUND: The City of Kitchener requires a snow storage disposal facility to meet its legislated requirements for snow removal. A permanent snow storage disposal facility will meet the community’s immediate and future needs and will help to provide a safer winter experience for residents and visitors to the area. In 2015, a site selection process identified the Battler site as the preferred location. The location was confirmed by Council and funding for its construction was provided. The SSDF (Snow Storage Disposal Facility) will be operational in January 2017. To ensure proper operation of the SSDF the post-development monitoring program was developed to continuously test and monitor surface water, ground water, and biological diversity in the immediate surrounding area for a five (5) year period. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of H. Gross, Director of Engineering, R. Lusk, Director Operations – Roads and Traffic, S. Berry, Manager Operations – Roads and Traffic and A. Buchholtz, Buyer. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by thirty-two (32) interested parties and by the closing date of Tuesday, November 29, 2016, eleven (11) responses had been received. The review committee met on Wednesday, November 30, 2016, to review the submissions and a shortlist of four (4) candidates* were selected for further interviews. The Committee met on Friday, December 2, 2016, to interview the shortlisted candidates. The Committee recommends awarding the project to GHD Limited, Waterloo, Ontario. FINANCIAL IMPLICATIONS: The net cost for this expression of interest (A), is fair and reasonable for a project of this scope and the upset limit is within the funding available (B) for this project. Funding for this project is included within the approved operating budget. The estimated surplus for the 5 year period (D) will be reviewed annually and budgets adjusted accordingly.
