The Finance and Corporate Services Committee met this date commencing at 11:30 a.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by
Councillor J. Gazzola to discuss Items 1 and 2 listed on the Agenda as Consent items, which
was voted on and Carried.
Councillor Y. Fernandes entered the meeting at this time.
1. CAO-16-035 – WATERLOO REGION SMALL BUSINESS CENTRE – AGREEMENT WITH
THE PROVINCE OF ONTARIO FOR DIGITAL MAIN STREET
The Committee considered Chief Administrator’s Office report CAO-16-035, dated November
10, 2016, recommending an agreement between the Waterloo Region Small Business Centre
and the Province of Ontario for the Digital Main Street program. Mr. C. Bluhm and Ms. C.
Farrell were in attendance and responded to questions from the Committee.
Councillor P. Singh entered the meeting at this time.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Mayor and Clerk be authorized to execute a six month funding agreement,
subject to the satisfaction of the City Solicitor, with the Province of Ontario for the Digital
Main Street program that provides an online learning portal, digital business
assessments, training opportunities and hands-on support for Main Street business
owners to onboard new technologies and meet opportunities for growth, as outlined in
Chief Administrator’s Office report CAO-16-035; and,
That $15,000. be allocated from the Economic Development Reserve Fund,
representing the City of Kitchener’s contribution to supporting the Digital Main Street
program agreement; and further,
That the Province of Ontario’s contribution is $69,250. for the Digital Main Street
program, which is to be delivered by the City of Kitchener’s (Waterloo Region) Small
Business Centre.”
2. CAO-16-036 – WATERLOO REGION SMALL BUSINESS CENTRE – AGREEMENT WITH
THE PROVINCE OF ONTARIO FOR STARTER COMPANY PROGRAM
The Committee considered Chief Administrator’s Office report CAO-16-036, dated November
10, 2016, recommending an agreement between the Waterloo Region Small Business Centre
and the Province of Ontario for the Starter Company Program. Mr. C. Bluhm and Ms. C. Farrell
were in attendance and responded to questions from the Committee.
Councillor S. Davey noted staff have requested an amendment to the recommendation as the
Province of Ontario’s contribution to the program is $500,000. rather than $350,000., as
outlined in Report CAO-16-036.

2. CAO-16-036 – WATERLOO REGION SMALL BUSINESS CENTRE – AGREEMENT WITH
THE PROVINCE OF ONTARIO FOR STARTER COMPANY PROGRAM (CONT’D)
In response to questions, staff agreed to provide the following additional information: detailed
budget information related to the agreements for the Digital Main Street and the Starter
Company programs; an updated financial statement for the Waterloo Region Small Business
Centre; and, further details regarding the statistics outlined within the Reports on the number
of jobs created.
Councillor J. Gazzola left the meeting at this time.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Mayor and Clerk be authorized to execute a two-year funding agreement,
subject to the satisfaction of the City Solicitor, with the Province of Ontario for the
Starter Company program that provides training, mentorship and grants for
entrepreneurs to start and grow their business, as outlined in Chief Administrator’s
Office report CAO-16-036; and,
That $15,000. be allocated from the Economic Development Reserve Fund,
representing the City of Kitchener’s contribution to supporting the Starter Company
program agreement; and further,
That the Province of Ontario’s contribution is $500,000. for the Starter Company
program, which is to be delivered by the City of Kitchener’s (Waterloo Region) Small
Business Centre.”
3. CAO-16-031 – 2017 CORPORATE STRATEGIC ACTION PLAN
The Committee considered Chief Administrator’s Office report CAO-16-031, dated November
23, 2016 recommending approval of the City of Kitchener 2017 Strategic Action Plan, which
would be subject to final budget deliberations. Ms. L. Majcher was in attendance and
responded to questions from the Committee.
Councillor J. Gazzola entered the meeting at this time.
In response to questions, Mr. J. Willmer advised any decision made this date regarding the
Strategic Action Plan would still be subject to final budget approval. He further advised the list
of projects outlined in the Strategic Action Plan account for approximately 6% of the
work/projects being undertaken by City staff. He indicated the majority of staff time totalling
94% is allocated to completing core services.
Councillor S. Marsh left the meeting at this time.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the City of Kitchener 2017 Strategic Action Plan outlined in Appendix ‘A’ of Chief
Administrator’s Office report CAO-16-031 be approved, subject to budget deliberations.”
