DECEMBER 12, 2016 CITY OF KITCHENER
A special meeting of City Council was held at 12:40 p.m. this date, chaired by Mayor B. Vrbanovic
with all members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
1. IN -CAMERA MEETING AUTHORIZATION
Moved by Councillor Y. Fernandes
Seconded by Councillor F. Etherington
"That an in -camera meeting of City Council be held immediately following this special meeting to
consider two personal matters, a land acquisition / disposition matter and a matter subject to
solicitor -client privilege."
Carried.
The meeting then recessed at 12:41 p.m. and re -convened at 3:28 p.m., chaired by Mayor B.
Vrbanovic with all members present.
2. CSD -16-075 0 2021 CANADA SUMMER GAMES BID
Council considered Community Services Department report CSD -16-075 (K. Kugler) recommending
the authorization of proceeding with Phase 2 of a bid for the 2021 Canada Summer Games.
Ms. K. Kugler, Director, Sport Division, provided an overview of the report. She advised Council that
versions of the report are being presented to the Councils of the Cities of Waterloo and Cambridge
and that support from all three cities is needed in order for the bid to proceed. She further stated no
Canada Summer or Winter Games have lost money for the host communities.
Mses. M. Bujold, S. Doiron, and J. Moore appeared before Council on behalf of the 2021 Bid
Committee. Ms. Bujold explained that participating in an event of this calibre is a valuable experience
for athletes. Ms. Doiron provided an overview of the history of the bid and explained that Waterloo
Region is one of four communities in the final bidding phase. She further noted in the nearly fifty-year
history of the Canada Games, a deficit has never been incurred. Ms. Moore stated hosting the
Canada Games will serve as an investment into both youth and existing infrastructure.
Mr. D. Peacock, Regional Tourism Organization Four (RTO4), and Ms. N. Keizer, Waterloo Region
Tourism Marketing Corporation (WRTMC), appeared in support of the staff recommendation. Mr.
Peacock stressed that sport tourism has been identified as a key opportunity for the Waterloo area.
Ms. Keizer stated the event will bring people and media to Waterloo Region and could have a $100
million economic impact to the area.
Responding to questions, Ms. Doiron explained any surplus from the Games will go to a legacy fund
designed to support the community. She noted that a legacy fund is not strictly limited to sporting -
related projects.
Ms. Kugler advised Council all of the funds from the City for the Games will be found within existing
budgets and through reprioritizing projects.
The following motion was Carried Unanimously on a recorded vote by all members present.

"That City of Kitchener Council authorizes the Regional Sports Tourism Office and the Canada
Games Bid Committee to proceed with Phase 2 of the 2021 Canada Summer Games bid subject
to the concurrent commitment of all three City Councils: Kitchener, Cambridge, and Waterloo and
further;

That upon successful award of the 2021 Summer Games bid to the Waterloo Region the three
municipalities make the commitments related to its bid proposal for the 2021 Canada games
which include agreement to accept all hosting standards for the 2021 Canada Games as outlined
in the 2021 Bid Hosting Standards document attached as Appendix A which include the following
commitments:
a) Underwriting any deficit associated with the games (capital or operating) shared equally by
the municipalities.
b) Provide a commitment of at least $3 million to the Host Society in cash for capital
expenditures ($1 million per municipality).
c) And advance $220,000 to pay the Rights Fee and Transfer of Knowledge fee ($73,333 per
municipality) and further;
That Council authorizes the Mayor and City Clerk to execute all documents required to implement
the above recommendations for the 2021 Canada Games, subject to approval of the City
Solicitor. "

PLANNING AND DEVELOPMENT ADVISORY COMMITTEE
Council considered Community Services Department report CSD -16-077 (A. Pinard) responding to
the Council' request to explore the creation of a Planning and Development Advisory Committee.
Mr. A. Pinard, Director of Planning, responded to questions and explained that creating a Planning
and Development Advisory Committee would involve reallocating funding and would likely require
staff to reduce other consultation efforts in order to meet project budgets and timelines.
A recorded vote was requested'.

Seconded by Councillor Z. Janecki
"That Council selects Option 1 as outlined in report CSD -16-077 in response to a motion to
explore Planning and Development Advisory Committee options."
