SUBJECT: P16-091 Lease – City Hall Retail Unit (220 King Street West)

RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a lease agreement for
Proposal P16-091 Lease – City Hall Retail Unit (220 King Street West), with Open
Sesame: Art, Books and Objects, for a three year term,with an option to renew for
an additional two years, subject to the satisfaction of the City Solicitor.
BACKGROUND:
In 2015, the City entered into a 12 month lease agreement for the ground floor retail unit
at Kitchener City Hall (220 King Street West). The lease expired at the end of October
2016 and Council approved entering into a lease on a month to month basis until a
request for proposal process could be completed to identify a long term tenant for the
space. The retail unit is uniquely located on Carl Zehr Square, in the heart of
Downtown Kitchener. As a result, the unit has tremendous exposure to pedestrian
traffic, vehicular traffic, City Hall users, special event attendees and various telecasts.
At the center of Downtown Kitchener, the retail unit is surrounded by one of the
Region’s largest concentration of workers. The proposed operation will complement the
community nature of Carl Zehr Square and the architecture and high quality design of
City Hall.
REPORT:
This Proposal was advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Proposal

documents were downloaded by seven (7) interested parties and by the closing date of
October 3, 2016, three (3) proposals had been received.
The proposals were reviewed by C. Bluhm, Interim Executive Director Economic
Development, L. Stewart, Interim Director Facilities Management, B. Bennett, Manager
Business Development, M. Grau, Downtown Business Development Officer, and M.
Palmer, Director Supply Services, who concur with the above recommendation.
The following proposals were received:

The proposals were rated on the following criteria:
proposed use and compatibility
demonstrated understanding and approach

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The proposed lease represents a fair market value and is consistent with 2017 budget
projections.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
