HomeMy WebLinkAboutCAO-17-002 - Downtown Action and Advisory Committee Terms of Reference REPORT TO: Finance & Corporate Services DATE OF MEETING: January 9, 2017 SUBMITTED BY: Cory Bluhm, Interim Executive Director, Economic Development PREPARED BY: Sandy Curzon, Downtown Action & Advisory Committee Administrator WARD (S) INVOLVED: 9 & 10 DATE OF REPORT: December 14, 2016 REPORT NO.: CAO-17-002 SUBJECT: Downtown Action & Advisory Committee – Terms of Reference ___________________________________________________________________________ RECOMMENDATION: That the Terms of Reference for the Downtown Action & Advisory Committee (DAAC), Council Policy I-90 be amended to change the Committee Composition as follows: A maximum of 15 members: 1 - Councillor – Ward 9 1 - Councillor – Ward 10 1 - Executive Director or delegate of the Downtown Kitchener BIA Minimum of 5 and maximum of 11 City residents Minimum of 2 and maximum of 5 Downtown Businesses Minimum of 2 and maximum of 5 Building Owners or Local Developers BACKGROUND: Due to the lack of representation on the newly appointed Downtown Action & Advisory Committee from the business and building owner sectors, City Council at their meeting of November 21, 2016 directed staff to review the current DAAC membership balance among the sectors and make possible changes. REPORT: At their November 24, 2016 regular scheduled meeting, the Downtown Action & Advisory Committee discussed and endorsed changes to Council Policy I-90 – Terms of Reference, Section 2 - Committee Composition and Reporting. It was agreed that while the intent should be to balance representation across the three main interest groups (residents, businesses and developers), Council should have greater flexibility to appoint additional residents where applications from businesses and/or developers is low. FINANCIAL IMPLICATIONS: None COMMUNITY ENGAGEMENT: At a public meeting of the Downtown Action & Advisory Committee, members discussed the current committee composition and collectively supported the recommended changes. PREVIOUS CONSIDERATION OF THIS MATTER: The last amendment to the Downtown Action & Advisory Committee Terms of Reference was August 27, 2012.
