The subject properties are zoned Residential Five (R-5) with Special Regulation 129U in the Zoning By-law and designated Low Rise Residential in the Official Plan.The applicant is proposing to demolish the two single detached dwellings to allow for future redevelopment of the site. REPORT: Staff advise that theowners/applicant of the subject properties are proposing to demolish the two single detached dwellings to allow for future redevelopment of the subject properties.The property owners/applicant have indicated they do not wish to invest in the houses as they are not part of the larger business plan. Therefore theydo not plan on renting out the two dwellings. The two single detached dwellings would remain vacant and deteriorate over time if they are not demolished. Staff do not have concerns with the demolition of the two residential units as they are now two part of a residential streetscape anymore. Staff are also satisfied that there is sufficient lopment in the area and that the office use is a good addition to the downtown. At this time the applicant has no immediate plans to redevelop the site andis requesting to demolish the two single detached dwellings at 43 Wellington Street North and 26 Moore Avenue to provide a clean slate for future redevelopment of the subject lands with the abutting lands at 47Wellington Street North. The properties will be sodded and maintained until development. Heritage Planning: Staff has no objections to the proposed demolitions. Building Division: A City Building Inspector examined the interior and exterior of the subject properties on November 25, 2016.The Building Division concludes that existing single detached dwelling at 43 Wellington Street Northis approximately 80 years old arein fair Condition.The Building Division concludes that existing single detached dwelling at 26 Moore Avenue 100 years old are in fair to poor Condition.The Building Division has no objections to the proposed demolition. Planning Analysis: Staff advise that the owners are proposing to demolish the two existing single detached dwellings on the subject properties to allow for future redevelopment of the site. Staff have with the proposed demolition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: No new or additional capital budget requests are expected with this recommendation. COMMUNITY ENGAGEMENT: A neighbourhood circulation was not made as part of this application. However, all property owners within 30 metres of the subject properties will receive notice of the demolition control application for information purposes immediately following Council approval. 2 - 3 CONCLUSION: Planning staff have considered this application and are of the opinion that the proposed demolitions are justified as the two existing single detached dwelling units are in fair to poor condition and the applicant has intentions for future redevelopment plans for the subject properties. As such, Planning Staff recommend that Demolition Control Application DC16/024/W/CD requesting permission to demolish two single detached dwellings,located at 43 Wellington Street North, owned by 2308559 Ontario Limited, Perimeter Development Corporation, and & 26 Moore Avenue owned by the Estate of Louise Anne Hammer be approved without conditions.
