Singh, Chair Mayor B. Vrbanovic and Councillors S. Davey, F. Etherington, Y. Fernandes, K. Galloway-Sealock, J. Gazzola, B. Ioannidis, Z. Janecki , S. Marsh and D. Schnider. Staff: J. Saunderson, Committee Administrator 1.INS-17-005 - TRAFFIC CALMING FOLLOW-UP REVIEW – GLASGOW STREET The Committee considered Infrastructure Services Department report INS-17-005, dated November 25, 2016 recommending the existing five (5) medians and two (2) chicanes be maintained permanently on Glasgow Street between Knell Drive and Fischer-Hallman Road. The Committee was also in receipt this date of 5 written submissions and a petition from residents of Glasgow Street between Knell Drive and Westwood Drive in opposition to maintaining the existing traffic calming measures. Mr. K. Carmichael was in attendance and responded to questions from the Committee. Mr. D. Good addressed the Committee in opposition to the recommendation as outlined in Report INS-17-005. He noted he was in attendance to represent a number of residents living between Knell Drive and Westwood Drive that are in opposition to maintaining the traffic calming chicanes on Glasgow Street. He indicated in his opinion, there are a greater number of collisions than what was stated in the staff report, noting collisions with traffic signs are more frequent and likely not reported. He further advised residents living on the Street have more concerns for pedestrians and cyclist safety, indicating drivers turn toward the sidewalk when maneuvering the chicanes. Mr. Good commented the installation of the traffic calming measures have adversely impacted the streetscape with the number of signs advising motorists of the traffic calming measures. He requested the chicanes be removed and replaced with a different traffic calming measure, proposing speed humps as a possible alternative. Mr. A. Grieve addressed the Committee in opposition to the staff recommendation, noting concerns with the traffic calming measures as well as the design of the bicycle lanes on Glasgow Street. He indicated concerns with safety for cyclists, noting the changing height of the cycling lanes are challenging to maneuver and at times making the bicycle lanes unusable. He noted the traffic calming measures, along with the changing heights in the bike lanes, causes cyclists and motorists to compete for the same space on the road. He further advised that he also has concerns with the maintenance of the cycling lanes, noting they are not plowed in the winter and the street sweepers do not clear them in the summer. In response to questions, Mr. Carmichael advised the Province has recently released new legislation pertaining to road maintenance, which is currently being reviewed by the City’s Operations Division. He indicated the concerns regarding maintenance of the cycling lanes is anticipated to be addressed under the new legislation requirements. Questions were raised regarding the chicanes and there impacts on the cycling lanes. Mr. Carmichael advised the bike lanes come on road and off road; in an effort to identify the road narrowing where the chicanes are located signage is required. He indicated staff have recognized the challenges related to that signage and will be reviewing possible alternatives to address the challenge in the spring time. He further advised staff will also be seeking ways to improve the transition where the bike lanes merge with the roadway, noting there is a concrete gutter between the two lanes that has also been identified as a challenge. PLANNING & STRATEGIC INITIATIVES COMMITTEE MINUTES JANUARY 9, 2017 -2- CITY OF KITCHENER 1.INS-17-005 - TRAFFIC CALMING FOLLOW-UP REVIEW – GLASGOW STREET (CONT’D) In response to questions regarding the use of speed humps on Glasgow Street in place of the chicanes, Mr. Carmichael advised Council approved a Policy that prohibits the use of speed humps on roads identified as primary emergency response and transit routes. He indicated Glasgow Street falls under that road classification so speed humps would not be permitted. A motion was brought forward by Councillor Z. Janecki to defer consideration of this matter to the May 1, 2017 Community and Infrastructure Services Committee meeting, to allow time for staff to further engage with the residents on Glasgow Street between Knell Drive and Westwood Drive, to determine whether an alternative traffic calming solution can be identified in place of the existing chicanes. Councillor K. Galloway-Sealock left the meeting at this time. The following motion was voted on and was Carriedon a recorded vote with Mayor B. Vrbanovic and Councillors Y. Fernandes, J. Gazzola, Z. Janecki, S. Marsh, D. Schnider voting in favour; and Councillors S. Davey, B. Ioannidis, P. Singh and F. Etherington voting in opposition. Councillor K. Galloway-Sealock was absent and accordingly did not vote. On motion by Councillor Z. Janecki - it was resolved: “That consideration of the following motion be deferred to the May 1, 2017 Community and Infrastructure Services Committee meeting, to allow staff an opportunity to further consult with the residents on Glasgow Street between Knell Drive and Westwood Drive regarding the existing traffic calming measures: “That the existing five (5) medians and two (2) chicanes be maintained permanently on Glasgow Street between Knell Drive and Fischer-Hallman Road, as outlined in Infrastructure Services Department report INS-17-005.” 2.CAO-17-002 - DOWNTOWN ACTION AND ADVISORY COMMITTEE TERMS OF REFERENCE The Committee considered Chief Administrator’s Office report CAO-17-002, dated December 14, 2016 recommending an amendment to Council Policy I-90 (Downtown Action & Advisory Committee (DAAC) – Terms of Reference related to the committee composition. On motion by Councillor Y. Fernandes - it was resolved: “That Council Policy I-90 (Downtown Action & Advisory Committee (DAAC) – Terms of Reference) be amended, as outlined in Chief Administrator’s Office report CAO-17-002, to change the Committee Composition as follows: A maximum of 15 members: o 1 - Councillor – Ward 9 o 1 - Councillor – Ward 10 o 1 - Executive Director or delegate of the Downtown Kitchener BIA o Minimum of 5 and maximum of 11 City residents o Minimum of 2 and maximum of 5 Downtown Businesses o Minimum of 2 and maximum of 5 Building Owners or Local Developers.” 3.CSD-17-003 - DEMOLITION CONTROL – DC16/024/W/CD - 43 WELLINGTON STREET NORTH & 26 MOORE AVENUE, PERIMETER DEVELOPMENTS The Committee considered Community Services Department report CSD-17-003, dated November 28, 2016 recommending approval to demolish two (2) single detached dwellings located at 43 Wellington Street North and 26 Moore Avenue. CSD-17-003 - DEMOLITION CONTROL – DC16/024/W/CD - 43 WELLINGTON STREET NORTH & 26 MOORE AVENUE, PERIMETER DEVELOPMENTS (CONT’D) On motion by Councillor Y. Fernandes - it was resolved: “That Demolition Control Application DC16/024/W/CD requesting permission to demolish two (2) single detached dwellings located at 43 Wellington Street North, owned by 2308559 Ontario Limited, Perimeter Development Corporation, & 26 Moore Avenue owned by the Estate of Louise Anne Hammer be approved, as outlined in Community Services Department report CSD-17-003.” 4.CSD-17-004 - 2017 NEIGHBOURHOOD ASSOCIATION AFFILIATIONS The Committee considered Community Services Department report CSD-17-004, dated November 28, 2016 requesting the approval of the Neighbourhood Associations, outlined in Appendix ‘A’ as attached to Report CSD-17-004, for affiliation under Council Policy 1-324 (Affiliation Policy - Neighbourhood Associations) for 2017. On motion by Councillor Y. Fernandes - it was resolved: “That the list of proposed Neighbourhood Associations, as attached to Community Services Department report CSD-17-004, be approved for affiliation for the year 2017 and added to the City of Kitchener’s third party liability insurance program.” 5.INS-17-006 - ON-STREET PARKING REGULATIONS – GLENDALE ROAD The Committee considered Infrastructure Services Department report INS-17-006, dated November 28, 2016 recommending a parking prohibition at any time from January 1 to March 31 on the east side of Glendale Road from Melrose Avenue to Merner Avenue. On motion by Councillor Y. Fernandes - it was resolved: “That the Uniform Traffic Bylaw be amended to prohibit parking at anytime from January 1 to March 31 on the east side (odd number side) of Glendale Road from Melrose Avenue to Merner Avenue, as outlined in Infrastructure Services Department report INS- 17-006.” 6.CSD-17-007 - MEMORANDUM OF UNDERSTANDING WITH THE REGION OF WATERLOO REGARDING THE SALE OF GARBAGE BAG TAGS The Committee considered Community Services Department report CSD-17-007, dated December 6, 2016 recommending authorization to execute a Memorandum of Understanding with the Region of Waterloo for the sale of garbage bag tags. On motion by Councillor Y. Fernandes - it was resolved: “That the Mayor and Clerk be authorized to execute a Memorandum of Understanding, as attached to Community Services Department report CSD-17-007, with the Regional Municipality of Waterloo for the sale of garbage bag tags, said agreement to be satisfactory to the City Solicitor.” Councillor Z. Janecki left the meeting at this time. PLANNING & STRATEGIC INITIATIVES COMMITTEE MINUTES JANUARY 9, 2017 -4- CITY OF KITCHENER 7.CAO-17-001 - COMMUNITY ENGAGEMENT REVIEW The Committee considered Chief Administrator’s Office report CAO-17-001, dated December 15, 2016 recommending approval of the Community Engagement Review and the recommendations contained therein. Mr. J. Joseph presented the report and responded to questions from the Committee. Councillor K. Galloway-Sealock and Z. Janecki entered the meeting at this time. On motion by Councillor Y. Fernandes - it was resolved: “That the recommendations contained in the Community Engagement Review, as attached to Chief Administrator’s Office report CAO-17-001, be approved, with any financial implications to be considered as part of future budget deliberations.” 8.ADJOURNMENT On motion, this meeting adjourned at 5:06 p.m. D.
