HomeMy WebLinkAboutHK Minutes - 2017-01-10 HERITAGE KITCHENER MINUTES JANUARY 10, 2017 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:05 p.m. Present: Councillor B. Ioannidis - Chair Councillors J. Gazzola and P. Singh, Ms. C. Zalagenas, Ms. K. Huxted and Messrs. C. Farley, P. Ciuciura, R. Parnell, S. Miladinovic, S. Thomson, S. Hamoen and S. Strohack. Staff: B. Saunderson, Committee Administrator 1.WELCOME AND COMMITTEE MEMBER INTRODUCTIONS The Committee members were welcomed to Heritage Kitchener’s inaugural meeting of the 2017/2018 term. Each member was requested to introduce themselves and state their interest in applying to the Committee. 2.PRESENTATION - ADVISORY COMMITTEE ROLES, RESPONSIBILITIES AND RELATIONSHIPS Ms. D. Saunderson gave a presentation entitled “Advisory Committee Roles, Responsibilities, and Relationships” outlining how advisory committees fit within the overall corporate context of the City of Kitchener. She pointed out Appendix ‘A’ of the Code of Conduct is specific to members of advisory committees, explaining that members of Heritage Kitchener who own property designated under Part IV or Part V of the Ontario Heritage Act and are seeking consideration of a Heritage Permit Application (HPA) for said property are permitted to address the Committee regarding their HPA. However, those members are prohibited from taking part in the Committee’s deliberation and/or voting regarding that matter and are asked to leave the room once they have finished addressing the Committee. 3.ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR Ms. D. Saunderson advised the election of Chair and Vice-Chair would be deferred to the February Committee meeting to provide an equal opportunity to all members to volunteer to fill the Chair/Vice-Chair roles following the training session this date. 4. COMMITTEE ORIENTATION Mr. L. Bensason gave a presentation entitled “Cultural Heritage Conservation & Planning in the City of Kitchener”, which included an overview of functions specific to the Heritage Kitchener, namely: Cultural Heritage Resources; built heritage and cultural heritage landscapes; Conservation - identification, interpretation, protection and use; Support for Heritage Conservation; the Municipal Heritage Register; designating properties under Part IV or Part V of the Ontario Heritage Act; and, an overview of the City’s Heritage Conservation Districts (HCD). He further advised there would be more detailed training on the HCD at the Committee’s February meeting. Ms. S. Parks provided an overview of the Heritage Permit Application (HPA) Process and the Committee’s involvement of the approval of HPA. She further advised members were provided a USB flash drive at the start of the meeting, including a printed Table of Contents outlining the materials contained on the flash drive. She indicated staff would provide a brief overview detailing the contents of the material at the February Committee meeting. Councillors B. Ioannidis and P. Singh left the meeting at this time. Councillor J. Gazzola resumed the Chair. 5. HERITAGE BEST PRACTICES - OPEN FORUM Ms. S. Parks provided a brief summary of the Heritage Open House that was hosted November 10, 2016 for all property owners having a property listed in the Municipal Heritage Register. She indicated at the open house staff provided an information presentation on the benefits of heritage designation. HERITAGE BEST PRACTICES - OPEN FORUM (CONT’D) approximately 25 people participated. She commented staff had hoped following the session there would be interest from some of the property owners to pursue Heritage designation. Ms. Parks indicated no one has come forward as of this date; however, the information seemed to be well received. 6.ADJOURNMENT On motion, this meeting adjourned at 5:52 p.m. Dianna Saunderson Committee Administrator
