SUBJECT: E16-109 Consultant Services – Placemaking Plan for
Streetscape of Queen Street (Charles to Duke), Part of
Goudies Lane and Park Spaces

RECOMMENDATION:
That Expression of Interest E16-109 Consultant Services – Placemaking Plan for
Streetscape of Queen Street (Charles to Duke), Part of Goudies Lane and Park
Spaces, be awarded to Stantec Consulting Ltd., Waterloo, Ontario, at their
estimated fee of $34,944.53, including contingencies of $3,176.78, plus H.S.T. of
$4,542.79, for a total of $39,487.32, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The City has identified that the surface features of Queen Street North from King Street
to Duke Street and Queen Street South from King Street to Charles Street will be
reconstructed in 2019. The City also intends to enhance placemaking along Goudies
Lane on either side of Queen Street and redevelop Vogelsang Green and the urban
space at the corner of Queen Street and Charles Street.
This location is at an important crossroads in Downtown Kitchener and contains a high
concentration of significant cultural heritage resources in the City. The City’s Official
Plan, Downtown Action Plan and Downtown Design Guidelines all emphasize the
importance of locations such as this for contributing to a vibrant, active streetscape with
a focus on pedestrian activity and superb design. Council approved Planning Around
Rapid Transit Stations (PARTS): Central Plan highlights Queen Street as one of several
key mobility routes between Light Rail Transit (LRT) stations and downtown

destinations. The LRT route runs on Duke Street and Charles Street immediately on
either end of the subject area. There are numerous transformations occurring along the
subject area, including the Walper Hotel site, the Vidyard tech office and food store
uses, at Queen Street North at Goudies Lane. There is the potential for further
transformation in the area and future directions for ‘complete streets’.
Prior to preparing the detailed design/tender construction drawings for the road project
and prior to similar drawings for improving Vogelsang Green, the City intends to create
a “blueprint” master plan drawing to guide the future capital works (and any future reuse
or redevelopment that may occur along the street edge or of existing park spaces). This
Placemaking Plan will identify design and placemaking opportunities beyond typical
standard treatments and will guide future budget submissions.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of B. Sloan, Manager Long Range & Policy Planning, C. Bluhm, Interim
Executive Director Economic Development, D. Ritz, Supervisor Design & Development,
Operations – Environmental Services and R. Scott, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by thirty-three
(33) interested parties and by the closing date of Thursday December 15, 2016, thirteen
(13) responses had been received.
The review committee met on Monday January 9, 2017, to review the submissions and
a shortlist of three (3) candidates* were selected for further interviews. The Committee
met on Friday January 13, 2017, to interview the shortlisted candidates. The
Committee recommends awarding the project to Stantec Consulting Ltd., Waterloo,
Ontario.

The recommendation of this report supports the achievement of the City’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this expression of interest (A), is fair and reasonable for a project of this
scope and the upset limit is within the funding available (B) for this project. Funding for
this project is included within the approved capital budget. The estimated surplus (D)
will remain within the Urban Design account to be used towards the community
engagement process, printing and other miscellaneous project expenses.
