SUBJECT: T16-082 Reconstruction of Kiwanis Park Outdoor Pool

RECOMMENDATION:
That Tender T16-082 Reconstruction of Kiwanis Park Outdoor Pool, be awarded
to Melloul-Blamey Construction Inc., Waterloo, Ontario, at their tendered price of
$3,583,000, plus H.S.T. of $465,790, for a total of $4,048,790.
BACKGROUND:
Kiwanis Park, located at 1000 Kiwanis Park Drive, Kitchener, was originally constructed
in 1967 in partnership with the Kiwanis Club of Kitchener. The park sees over 40,000
visitors, of different ages and backgrounds, during the summer. The man-made lake,
constructed in 1968, is a significant element which draws individuals and families to the
park for the day. It provides a space for people to enjoy a beach-like setting, who
otherwise might not be able to leave the city.
This reconstruction is required to meet health code requirements and includes the
installation of a new concrete basin, splash pad, piping, specialized filtration and pumps
as well as upgrades to electrical and sanitary services.
Accessibility for Ontarians with Disabilities (AODA) speaks of the need to review
accessibility options and incorporate accessibility measures when a “significant
renovation” or “new construction” project is being considered. This project falls under a
“significant renovation” and accessible measures have been included within the scope
of work to satisfy this requirement.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by twenty-one (21) interested parties and by the closing date of
Tuesday November 29, 2016, three (3) tenders had been received.
The following tenders were received:

K&L Construction (Ontario) Ltd. London ON $4,568,251.00
Tenders were reviewed by J. Lopes, DEI & Associates Inc., the City’s Consultant for the
project, P. Forrest, Construction Project Manager, D. Keelan, Manager Aquatics &
Athletics and R. Scott, Buyer who concur with the above recommendation.
The City will be negotiating a change order to reduce the amount of coloured concrete
on the pool deck and apron as well alterations to the piping and associated filtration to
reduce the cost by approximately $200,000 to enable the project to meet the estimated
cost for this phase of work. Removal of these discretionary items will not impact the
overall scope of the project.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will be returned
upon completion of the project.
