BACKGROUND: The twin pad arenas (Kinsmen and Kiwanis), located at 400 East Avenue, Kitchener, was originally constructed as part of an addition to the Kitchener Memorial Auditorium Complex. In November 1987, the doors opened to this multi-use facility that housed two 100’ x 200’ Olympic sized ice surfaces. Ice is maintained for seven (7) months of the year with the remaining five (5) months used to host large scale events which attract over 40,000 visitors annually. This reconstruction includes installation of new barrier free concrete floors and apron, in floor refrigeration piping, specialized brine headers and isolation valves, as well as upgrades to electrical and plumbing systems. Accessibility for Ontarians with Disabilities (AODA) speaks of the need to review accessibility options and incorporate accessibility measures when a “significant renovation” or “new construction” project is being considered. This project falls under a “significant renovation” and accessible measures have been included within the scope of work to satisfy this requirement. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1. iv. - 1 REPORT: Tenders were advertised publicly on the City of Kitchener website and the internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by twenty-five (25) interested parties and by the closing date of Thursday, January 12, 2017, seven (7) tenders had been received. Vaughan ON $2,245,310.00 Aveiro Constructors Ltd. Dorchester ON $2,259,887.00 Tenders were reviewed by D. McLaughlin, Barry Bryan Associates, the City’s Consultant for the project, J. Coulter, Supervisor of the AUD and R. Scott, Buyer who concur with the above recommendation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset limit is within the funding available (B) for this project. Funding for this project is included within the approved capital budget. The estimated surplus (D) will be closed out to the Tax Capital reserve upon completion of the project.
