SUBJECT:Battler Snow Storage Disposal Facility – Consultant Purchase
Order Increase

RECOMMENDATION:
That an extension of the purchase order issued to MTE Consultants Inc. for
Engineering Consultant Services related to the Battler Snow Storage Disposal
Facility in the amount of $85,683.00 be approved.
BACKGROUND:
MTE Consultants Inc. was retained by the City through the consultant selection process
(E16-003) in March 2016 to complete the design and provide contract administration
and inspection services related to the construction of the Battler Snow Storage Disposal
Facility (SSDF). The Council approved fee for MTE Consultants Inc. is $259,789.15 plus
applicable taxes.
REPORT:
The Battler SSDF is currently approximately 96% completed. Grading and landscape
work, which was interrupted by winter conditions, will be completed in the spring of 2017
followed by a 2-year maintenance period ending in January 2019. During the project, a
number of additional tasks arose that were outside the defined scope of work but which
needed to be undertaken in order to have a completed and functional SSDF in time for
the winter season. These tasks are related primarily to the design phase and include the
construction of the SSDF.

Additional geotechnical services including drilling and sampling to better define the
existing site materials and soils

Design of the washroom/utility building
Negotiations and meetings with the MOECC to clarify/agree upon the required
process, permits and approvals for the project
Stormwater management review/calculations, modeling and report for the relocation
of the existing 1350mm diameter storm sewer by-pass pipe located under the SSDF
site as required by the GRCA and MOECC
Review of earth works and site grading during construction in order to make use of
existing soil materials and reduce the quantity of materials requiring import/export.
This task resulted in a net construction savings of $ 69,000.
The additional tasks and associated costs were reviewed and negotiated with MTE
Consultants Inc.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding for the purchase order extension will be provided from the project budget.

CONCLUSION:
Staff has reviewed and negotiated the additional Out of Scope tasks and associated
fees and recommend that the existing purchase order to MTE Consultants Inc. be
increased accordingly.
