Subcommittee Reports
• Engaged Citizens - the subcommittee is working with Janice. They will bemeeting again and able toprovide e
more thorough update edthe next meeting.
• Neighbourhood Stnategy- Nathan is not participating on this subcommittee, Roberto explained the nm|aUonnNp that
has formed with the Neighbourhood subcommittee, and the resulting work that has taken place.
• Youth - Laurie has connected with youth representatives here at the city, and learned that they are still not ready to
present the Youth Strategy and findings tothe committee. Aosuch, wemay choose tumove forward with work in
their absence.
Action:
- Laurie asked that subcommittees consider the work that has been accomplished thus far and the workthey plan to
complete over the upcoming year. She encouraged each group to consider this over the coming month and report
back at the February meeting with an updated terms of reference for their project,
4. Community Engagement - Josh Joseph

Josh introduced himselfto Compass Kitohener, providing information on his background' with the organization.
"Heprovided adefinition ofcommunity engagement: Aprocess that determines howmaodeh/dineots|Xse|f and how
citizens are afforded a voice on issues of public concern, and how decisions are made on these issues. Community
engagement should inform decisions, buHd capacity and strengthen relationships, and can consist ofinformation
sharing, community development initiatives, active participation in decision-making processes, and a broad range of
interactions between people. He provided reasoning behind why we engage community: Leads to more informed
--decisions-, red uces-conflict,,and,-polarization,-en hances- ease of implementation; inclusive-and-collaborativereffective
and transparent strengthens community resilience, increases knowledge, and empowers local community.
w He shared with Compass Kitchener the Community Engagement Framework which was developed by staff in past
years. It provides o definition for the 4 different methods of engagement: Inform, Cunsu|t. Collaborate and Entruot,
aswell am provides examples of these. He highlighted the principles of Good Community Engagement including
Communication, Inclusivity, Transparency &Accountability, Continuous Improvement, Resources and Engaging
Partners.
- This project will startvvi\h a comprehensive review of the city's engagement pmact|oeo, processes and policies as
well amidentification ofgaps and possible improvements. Josh outlined some ofthe possible actions resulting from
the review, which |splanned toreceive input from the Mayor and Council, staff, Advisory Committee's and citizens.
- E -Participation is another large piece of work Josh will be focusing on in the coming year, with the Open Town Hall
platform recently purchased by the city to support effective digital engagement with the community. Hewould like
todevelop processes and training for the organization, and rollout tmstaff imApril 2018.

Neighbourhood Strategy
- The Neighbourhood Strategy working is moving along well!, Michael joined Compass Kitchener to provide
information on the progress as well as talk a little about the Neighbourhood Action Plans. He advised the Action
and Implementation Plans will be considered in late 20116 and at the Neighbourhood level in 2017.
- With a diagram, he outlined how the Neighbourhood Strategy is being developed, including the original project team
as well as participation with city Advisory Committees and an employee, advisory committee, These are local
volunteers who are active in neighbourhood associations and community development. The original project team
has divided into four sub -committees and' is responsible for making decisions and recommendations as we develop
the Neighbourhood Strategy,
, Much pre -engagement has taken place thus far including the recent #Iovemyhood hashtag on social media.
Currently in the works is a colouring book for families and for adults.
- They are aiming for three streams of engagement to gather input including creative, conversational and online.
Michael asked that Compass Kitchener continue to be involved, remain informed and spread the word! Anyone can
sign up for an, e -newsletter at www.kitchener,ca/neighbourhoodstrate�gy, via Facebook and Twitter. He also shared
with the group the Top 10 Frequently Asked Questions, providing a copy of this information and encouraging,
members to share with their friends, family and colleagues.
- The committee, along with Michaels input, considered how a neighbourhood could be defined, Michael advised,
there's more work to follow here, and the information that Compass Kitchener shared is much appreciated.

6. Review feedback on TEST Citizen Survey for the Reort Card
0 Compass Kitchener members provided feedback on the test version of the Citizen Survey for the Report Card. The
majority spent less than 15 minutes to complete the survey,
- The committee debated the need to identify just one item from the listing versus their top two or three, ultimately
agreeing to the reasoning for selecting only one as participants top priority; some small wording changes to take
place on questions of this nature,
- Further, the committee considered using the survey as a tool for educating residents, possibly providing links to
further information on the city's website, ultimately deciding this was not the mandate or purpose of the survey.
m There are currently 43 people signed up to participate in the survey. The committee considered and agreed tp
sending this survey to city Advisory Committees and requesting their membership to provide input,

7. Compass Kitchener Advisory Committee Gathering
■ Compass Kitchener is hosting the next Advisory Committee Gathering, coming up on February 23 at Kitchener City
Hall in either the Learning Room or in the 10'n floor cafeteria.
