HomeMy WebLinkAbout2016-11-08KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE, MINUTES NOVEMBER 8 1h 2016 - 1 - CITY OF KITCHENER Kitchener Cycling and Trails Advisory Committee met on this date commencing, at 4:10 p.m. Present: Councillor Yvonne Fernandes, Ms. K. Fox, Ms., P. Rodriguez, Messrs, M. Boos (Chair), T. Boutilier, M. Drasdo (Vice -Chair), D. Hoshowsky, D. Kropf, and C. Branton. Staff: Mr. D. Pimentel, Active Transportation Planning Project Manager Mr, M. Parris, Landscape Architect Ms, M. Lanoue, Active Transportation Student 1. APPROVAL OF MINUTES FOR THE MEETING OF OCTOBER 11th, 2016 On a motion by Mr. Boutilier - It was resolved and' carried: "That the minutes of the October 1 Vh, 2016 meeting be approved." 2. NEIGHBOURHOOD STRATEGY Mr. Kropf Provided the Committee with an overview of the neighbourhood strategy and the public engagement process that contributed to the creation of the strategy. He identified three major themes: great places, connected people, and' working together, He asked the committee if they had any questions or required clarification on any of the recommendations. The Committee was then split into groups and asked to prioritize recommendations, 3. MTO CYCLING STRATEGY Mr, Boos spoke about the Cycle ON Strategy and encouraged committee members to look over the strategy and provide feedback. • Mr. Kropf wondered if funding would be provided for networks and suggested that the identify a specific route and garner support to fill any gaps in the route • Mr. Hoshowsky thought it best that fundingalso be used forpar bike _Jng,._ Committee members agreed to send their feedback to Ms. Rodriguez no later than November 22"d, 2016 so she could submit any comments on behalf of the committee, 4. BOOK -MO -BIKE Mr. Pimentel informed the committee as to the status of the Book -Mo -Bike, a project that had been presented to the committee earlier on in the year. He noted that they were still seeking $3,000 dollars in funding and a place to store the bike. • Councillor Fernandes suggested that they look to the safe and healthy communities committee for funding KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE, MINUTES NOVEMBER 81h 2016 - 2 - CITY OF KITCHENER • Mr. Drasdo said that he could only support having the venture funded by the cycling budget if the Book -Mo -Bike pushed cycling education and other BikeKitchener related materials. 6. IRON HORSE TRAIL UPDATE Mr. Parris stated that the City is still collecting feedback from the community online using the engage platform. He also noted that the public meeting had more people than expected and that the feedback received was very valuable. A refined design concept will be presented to the new committee early 2017. The project is still on schedule for construction to begin in 2017. 6. 2016 TRAIL INFRASTRUCTURE RE -CAP Mr. Parris provided the Committee with a quick update for each of the trail projects presented at the beginning of the year. 0 MUP-1 — KOLB GREENWAY: still under construction * MUP-2 — BALZER GREENWAY: construction to begin next year 0 MUP-3 — TRANS -CANADA TRAIL at COURTLAND: concept design 0 MUP-4 — GLENCAIRN SCHOOL TRAILS: completed 0 MUP-5 — TOPPER WOODS: still in the planning stages 0 MUP-6 — LAURENTIAN TRAIL: completed * MUP-7 — SANDROCK GREEN: bridge deferred to 2018-2019 because of storm water management impacts, trail planned for 2017 construction, 0 MUP-8 — QUEENSMOUNT PARK TRAIL: completed 0 MUP-9 — HEARTH GREEN TRAIL: planned for spring 2017 construction 0 IHT-1 —VICTORIA PARK RAILWAY CROSSING: working on detailed design 0 IHT-2 — IRON HORSE TRAIL, CENTRAL IMPROVEMENTS: concept design 0 PB -1 — OLD CARRIAGE TRAIL BRIDGE: repaired and open. � �wZ%� N INNEE WANIFLIZ� FANdMiM olak'11 WL%'] �61 10110110 0 PB -4 — IDLEWOOD CREEK PEDESTRIAN BRIDGE: completed 0 PB -5 — LYNNVALLEY TRAIL BRIDGE: deferred due to park impacts 0 PB -7 — TILTS BUSH BOARDWALK: planned for spring 2017 construction 0 VP -1 —VICTORIA PARK TRAIL ACCESS: detailed design 0 HNA -3 — HURON NATURAL AREA TRAIL ACCESS: concept design 7. REGIONAL TRANSPORTATION MASTER PLAN Mr. boos informed the Committee that the Region is updating their Transportation Master Plan and is looking for feedback. QUESTIONS & OTHER ITEMS The Committee decided to have a Christmas social during the regular meeting time in December since there is no official December committee meeting. Location would be determined later and' shared with those interested in attending. • Mr. Pimentel informed the Committee that Mr. Schirm was retiring and promised to share retirement party details with those who wished to celebrate with him. • Councillor Fernandes shared the story of a woman who was cycling across Canada. • Mr, Pimentel reminded the Committee that the Waterloo Region Cycling Forum was approaching and interested members should register as soon as possible, 9. ADJOURNMENT' On a motion by Mr. Boutilier - It was resolved and carried: "That the meeting be adjourned at 6.00 p.m,"
