SUBJECT: E17-019 Consultant Services – Construction Inspection for
Aberdeen Road Reconstruction

RECOMMENDATION:
That Expression of Interest E17-019 Consultant Services - Construction
Inspection for Aberdeen Road Reconstruction, be awarded to Meritech
Engineering, Cambridge, Ontario, at their estimated fee of $51,983.58, including
contingencies of $4,725.78, plus H.S.T. of $6,757.87, for a total of $58,741.45,
based on a satisfactory contract being negotiated and an upset fee being
established.
BACKGROUND:
The Aberdeen Road (Glasgow Street to Claremont Avenue) reconstruction project
(approximately 170 metres) has been initiated to address the infrastructure issues that
currently exist. The infrastructure along Aberdeen Road has reached the end of its
useful life and requires full replacement.
The project includes the reconstruction of all underground services (sanitary sewer,
storm sewer and watermain) as well as sanitary and water service connections to the
property line. The asphalt roadway will be reconstructed as well as sidewalks and
curbs.
Aberdeen Road is part of a larger project that was tendered in 2016 that included
Duchess Avenue and Marina Road. The Aberdeen phase was deferred until 2017 due
to project timing, which was the result of not starting the initial project phases until July
2016.

The consultant services are required to complete the construction inspection for
Aberdeen. Construction is expected to be completed in 2017.
The project is an in-house project that initially had city staff completing the construction
inspection but due to the deferral of the Aberdeen phase City Staff are already
committed to other 2017 projects. Project Management and Contract Administration will
still be completed by City Staff.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of C. Spere, Manager Construction Engineering, J. Stevenson, Engineering
Construction Project Manager, B. Garcia, Engineering Construction Project Manager,
and L. Stecho, Supervisor of Purchasing.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by eighteen
(18) interested parties and by the closing date of Monday January 30, 2017, ten (10)
responses had been received.
The review committee met on Monday February 6, 2017, to review the submissions and
a shortlist of three (3) candidates* was selected to provide detailed pricing information.
The Committee met on Friday February 10, 2017 to review the shortlisted candidates
pricing submissions. The Committee recommends awarding the project to Meritech
Engineering, Cambridge, Ontario.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this expression of interest, the design and
implementation of these types of projects typically involves city staff and resources
from across the corporation. These costs are included in the line item "Projected
Costs: Staff Time/Permitting/Material testing", and will be itemized when they exceed
$125,000. Included in this line item are staff time and expenses for all city staff in
support of the project such as Engineering, Kitchener Utilities, and Transportation
Planning. The line item also includes all regulatory permitting, geotechnical and
material testing, detouring and traffic control, alternate access and parking
requirements and any other miscellaneous costs. Projects utilizing in-house staff will
include costs for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope but
the upset limit exceeds the budget allowance (B) provided within the budget. The
deficit (E) will be funded from the Accelerated Infrastructure Replacement Program
general account. There are sufficient funds in the account to fund the deficit.
