SUBJECT: Appointments to Economic Development Advisory Committee
and Downtown Action and Advisory Committee (2016-2018)

RECOMMENDATION:
That the recommended candidate for the “Housing Development” vacancy on the 2016-
2018 Economic Development Advisory Committee be approved, as attached to staff
report FCS-17-043 in Appendix ‘A’; and further,
That the recommended candidate for a “Downtown Business” vacancy on the 2016-2018
Downtown Action and Advisory Committee be approved, as attached to staff report FCS-
17-043 in Appendix ‘A’.
BACKGROUND:
On December 1, 2016, Council appointed citizens to various advisory committees, boards and
special committees for the current term including the Economic Development Advisory
Committee (EDAC) and Downtown Action and Advisory Committee (DAAC). At that time,
Council appointed twelve (12) community representatives to EDAC but there remained
vacancies in the sectors of Major Retail (Outside of Downtown), Office Owner, Health Sciences,
Housing Development, Manufacturing, and one (1) at-large community member.As well, nine
(9) citizens were appointed to DAAC but vacancies remained in the sectors of Downtown
Business, Building Owner/Local Developer, and City Resident.
The protocol for filling mid-term vacancies is to first review the unassigned applicants from the
initial Advisory Committee recruitment process. If there are no applicants who can be assigned,
staff then looks at the Volunteer Database to see if there are any citizens who have indicated
either an interest in serving on a particular Advisory Committee or on any Advisory Committee
in general. If any, these people are contacted and provided with the Terms of Reference for the
Advisory Committee for which recruiting is taking place along with an application form and
instructions on how to submit their applications. Staff also considers anyone who has applied to
fill any specific vacancy as listed on the City’s website.

If there are more applications than vacancies, the applications are forwarded to the Nominating
Committee to recommend a slate to Council for decision. If there are not, the Director of
Legislated Services/City Clerk makes a recommendation directly to Council.
REPORT:
In response to the vacancies listed on the City’s website for EDAC, the City has received one
(1) application for the vacancy in the Housing Development sector. With respect to DAAC, the
City has received one (1) application for the Downtown Business sector vacancy.
A listing of applicants for EDAC and DAAC is presented as a suggested slate for Council’s
consideration and is attached as Appendix ‘A’.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic vision
through the delivery of core service.
FINANCIAL IMPLICATIONS:
None at this time.

council / committee meeting.
