Extension

RECOMMENDATION:
That an extension of the purchase order issued to WSP Group for consultant
services related to the construction of the new Doon South Sanitary Pumping
Station located on New Dundee Road in the amount of $ 33,113.41, be approved.
BACKGROUND:
WSP Group was retained by the City through the consultant selection process (E14-
005) in March 2014 to complete the design and provide contract administration and
inspection services related to both the construction of the Doon South Sanitary Pumping
Station and a Sanitary Sewer and Forcemain along New Dundee Road. The Council
approved fee for WSP is $1,048,423.42 plus applicable taxes.
A previous purchase order extension for WSP (Report No. INS-15-026in the amount of
$282,000) was approved by council in April 2015 to account for additional efforts
required relating to design and permitting tasks that were not identified in the Consultant
Terms of Reference. The extension also included a planned construction schedule that
extended the duration of the two projects from 240 inspection days stated in the original
terms of reference to 360 inspection days.
REPORT:
Construction of the new Doon South Sanitary Pumping Station and New Dundee Sewer
began in early 2015. While the sewer was completed in September 2015, the pumping
station was commissioned in April 2016 and the station was fully functional in
September of 2016.Several deficiencies and programming issues are still being
addressed.

Several additional ed to the need to
further extend their purchase order. These include:
Additional hours were needed for inspection than initially included in the contract
(360 days were needed rather than the 240 days outlined in the contract). Both
contractors worked extended evening and weekend hours where consultant
representation was required on site. This included several weeks of 24 hour
work related to the tunneling of the new sewer and extended concrete pours
related to the pumping station;
The pumping station contractor took longer to finish the construction of the
pumping station due to unforeseen variable soil conditions. This resulted in more
inspection and contract administration efforts;
Design changes, including but not limited to tunnel shaft locations, sewer
configuration, and pump and equipment control scenarios were required due to
unforeseen groundwater conditions. The changes resulted in a cost savings of
$90,575.50to the overall construction costs; and
WSP put forth additional effort as it related to providing design and inspection
engineering support for the installation of the tunneling shafts (new manholes)
related to the new sewer. This resulted in a safer and quicker installation of the
shafts rom the contractor for
unforeseen groundwater and soil conditions.
It is important to note that the project remains within the original budget.Staff have
reviewed the request for additional fees and have determined that the request is
warranted and the requested fees match the additional level of effort.

Funding for the purchase order extension will be provided from the project budget.

Construction is now complete and the project is under budget. As such, funding will be
provided from the available funds in the Doon South project account.

Staff has reviewed the request and recommend that the existing purchase order to WSP
Group be increased to reflect the work completed.
