HomeMy WebLinkAboutCouncil - 2017-02-13 SSPECIAL COUNCIL MINUTES FEBRUARY 13, 2017 CITY OF KITCHENER A special meeting of City Council was held at 1:06 p.m. this date, chaired by Mayor B. Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. ADDITIONAL IN -CAMERA ITEM Mayor B. Vrbanovic advised of an additional item for in -camera discussion this date regarding an identifiable individual which is subject to solicitor -client privilege. He advised that a motion to waive notice was required to be approved by 213 of the whole of Council. Moved by Councillor B. loannidis Seconded by Councillor D. Schnider "That in accordance with Section 25.7.14 of City of Kitchener Municipal Code Chapter 25 (Procedure) the notice requirements be waived to add a matter related to an identifiable person subject to solicitor -client privilege to the items being considered at the in -camera meeting being held this date." Carried Unanimously. IN -CAMERA MEETING AUTHORIZATION Moved by Councillor Z. Janecki Seconded by Councillor S. Davey "That an in -camera meeting of City Council be held this date to consider a matter under another Act which is subject to solicitor -client privilege and a matter related to an identifiable person subject to solicitor -client privilege." Carried. The meeting then recessed at 1:08 p.m. and reconvened at 4:52 p.m., chaired by Mayor B. Vrbanovic with all members present. KITCHENER-WATERLOO — FEDERATION OF CANADIAN MUNICIPALITIES (FCM) - 2019 BOARD MEETING REQUEST FOR PROPOSAL Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held earlier this date. Moved by Councillor S. Marsh Seconded by Councillor B. Ioannidis "That the City of Kitchener support the Kitchener -Waterloo joint proposal to host a 2019 Federation of Canadian Municipalities (FCM) Board Meeting; and, That subject to the 2018 Budget deliberation process, up to $20,000. be approved for the 2019 Kitchener -Waterloo joint FCM proposal (Kitchener's share) should the proposal be successful, as outlined in Chief Administrator's Office report CAO -17-007; and further, That the Mayor and Clerk be authorized to execute the contract documents between the City of Kitchener and the Federation of Canadian Municipalities, and any other documents related to this project." Ga Iloway-Sea look Seconded by Councillor S. Davey "That leave be given: the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2017-017 by the Clerk." Carried. On, motion the meeting adjourned at 4:53 p.m. _777 MAYOR ERK
