CALL TO ORDER The Regular Board Meeting of the Kitchener Public Library Board was called to order at 7:00 p.m. on Wednesday, February 15, 2017, by the Chair, Mr. Wayne Buchholtz, in the Administration Boardroom at Central. TRUSTEES PRESENT Ms. Katherine Andrews, Mr. Tim Blundon, Mr. Wayne Buchholtz, Ms. Michelle Dow, Mr. Cory Ernst, Councillor Sarah Marsh, Ms. Erin Rudland. Ms. Mary Chevreau, Secretary-Treasurer and Chief Executive Officer. STAFF PRESENT Ms. Lesa Balch, Ms. Penny-Lynn Fielding, Ms. Sabina Franzen, Ms. Gloria Grigas. LEAVE OF ABSENCE Councillor Kelly Galloway-Sealock. REGRETS Ms. Jessica Kropf, Ms. Jaqueline McLaren, Ms. Stephanie Soulis. SPECIAL GUESTS Ms. Robyn Zondervan, Acting Manager, Community Hills Community Library. 2. AGENDA REVIEW 17-10 On motion by Ms. Erin Rudland and seconded by Mr. Cory Ernst, it was RESOLVED that the Agenda be adopted. CARRIED There were no pecuniary / conflict of interest declarations. Kitchener Public Library Board 2 February 15, 2017 3. PRESENTATION by Robyn Zondervan Community Library Profile of Country Hills The Country Hills Community Library High School and the newest of our community libraries which opened in 2004. Ms. Robyn Zondervan, Acting Manager of the Country Hills Community Library provided a snapshot of the community. The prominent populations in the Country Hills catchment include families. Young families, retirees, and the student/teacher population are significant users of this branch location. Ms. Zondervan identified various programs that are well attended by these groups, such as One-on-One Technology sessions; and the Summer Reading Club, to name a few. A small collection of reference texts for professional studiers as well as IELTS and learning English language are available. To increase usage and address some of the challenges at this branch, a pop-up library has been used at a neighbourhood apartment building to promote the library, new signage has been installed on the building to staff have increased. The nearby roundabouts and the ION construction in the area have impacted the branch. Several organizations in the Country Hills area meet at the library once every quarter to share what each is doing in the community and how they can work to Services, Kidsability, Salvation Army, area school representatives, and the Country Hills and Alpine neighbourhood associations, etc. Ms. Mary Chevreau congratulated Ms. Robyn Zondervan on her new job as Manager of the Grand River Stanley Park Community Library, effective February 27. Ms. Allison Schroeder, Manager of the Country Hills Community Library, will return to the branch at that time. Kitchener Public Library Board 3 February 15, 2017 4. MINUTES of the Board Meeting of January 18, 2017. 17-11 On motion by Councillor Sarah Marsh and seconded by Ms. Erin Rudland, it was RESOLVED that the Minutes of the Board Meeting of January 18, 2017, be approved. CARRIED 5. BUSINESS ARISING None. 6. 1. BUSINESS REPORT OF OFFICERS (a) Report of the Chair Updates meeting on Monday, January 23, along with Ms. Mary Chevreau and Ms. Sabina Franzen. Kitchener Public Library received strong support at the meeting and the budget was approved. Committee Membership The Chair, Mr. Wayne Buchholtz, is an ex offico member of all committees and the CEO or designate is a member of all committees. The Committees for 2017 were confirmed by the Chair as follows: Facilities Planning and Building Committee Ms. Erin Rudland, Chair Ms. Stephanie Soulis Mr. Tim Blundon Finance Committee Ms. Michelle Dow, Chair Public Service and Policy Committee Ms. Jacqueline McLaren, Chair Ms. Katherine Andrews Ms. Jessica Kropf Mr. Cory Ernst Kitchener Public Library Board 4 February 15, 2017 Professional Development Day 17-12 On motion by Ms. Erin Rudland and seconded by Ms. Michelle Dow, it was RESOLVED to approve the closure of all Kitchener Public Library locations on Thursday, October 26, 2017, to host a professional development day with all its library staff. CARRIED Correspondence A thank you card was circulated that was received from Ms. Marilyn Mylchreest who recently retired after 25 years of service with Kitchener Public Library. Ontario Library Association (OLA) Conference It was noted that no Kitchener Public Library Board Trustees attended this Board Self-Evaluation -Evaluation Questionnaire to be completed and returned to Gloria by Friday, March 3, 2017. The tallied results will be shared at the March Library Board meeting. (b) Facilities Planning & Building Committee Doon Pioneer Park Community Centre Update The Doon Pioneer Park Community Centre Business Case was presented at the Community & Infrastructure Services Committee meeting on Monday, February 13, 2017. Option 1 was approved by the Councillors. Councillor Sarah Marsh circulated a copy of the existing floor plan of the building shared by the Doon Pioneer Park Community Centre and the Pioneer Park Community Library. The schematic of Option 1 which illustrated the proposed changes to the building was also shared with the Library Board. Councillor Sarah Marsh noted that a splash pad will be incorporated into the design for the expansion in response to input received during the community engagement process. Ms. Mary Chevreau informed the Library Board that she has emailed the City of Kitchener to stress the importance of continued accessibility to the lentrance, book drop and service road during construction. The library will ensure the design changes and renovations do not impact the integrity of the stain glass windows and visibility of the library itself. The library will remain proactive with its concerns and provide updates to the Library Board as they become available. Kitchener Public Library Board 5 February 15, 2017 (c) Finance Committee December 2016 Financial Statement 17- On motion by Ms. Michelle Dow and seconded by Councillor Sarah Marsh, it was RESOLVED to accept the December 2016 Financial Statement, as printed. CARRIED January 2017 Financial Statement 17- On motion by Ms. Michelle Dow and seconded by Ms. Katherine Andrews, it was RESOLVED to accept the January 2017 Financial Statement, as printed. CARRIED (d) Report of the Secretary-Treasurer and CEO Updates Ms. Mary Chevreau reported that Kitchener Public Library continues to receive positive press from various sources. Several requests for interviews regarding the virtual reality station have recently been made. Letter by Catherine Fife In January, Catherine Fife, MPP Kitchener-Waterloo, met with Ms. Mary Chevreau and M Central and its proposed vision of innovative programming. Following her visit to Kitchener Public Library, Catherine Fife submitted a pre-budget letter to the Clerk of the Standing Committee on Finance, that the Government of Ontario lift the funding freeze that the library has experienced for the past twenty years. As outlined in the letter, Catherine Fife expressed her support of programming offered in her riding of Kitchener Waterloo and that further investment in community libraries is essential. Waterloo Region Bid for 2021 Canada Summer Games The Library Board was in agreement that the CEO write a letter on behalf Summer Games. Central has placed a ballet box in the Reading Lounge for community members to also submit their support by February 28, 2017. Kitchener Public Library Board 6 February 15, 2017 Charity Gala Event March 11, 2017 Students from the Interior Design program at Conestoga College have displayed a number of reupholstered painted chairs in the corner of the Reading Lounge that will be auctioned at a Gala Event to be hosted at Central during the evening of Saturday, March 11, 2017. Proceeds from this charity event will go to Habitat for Humanity this year. Kitchener Public Library will be the recipient of the charity next year. Studio Central It is anticipated that the new 3-D printers will be installed in Studio Central next week, along with 3-D programs from InkSmith. 7. II. NEW BUSINESS None. 8. III. PRESENTATIONS (a) Report of Councillors Councillor Sarah Marsh reported that the Community and Infrastructure Services Committee endorsed the Neighbourhood Strategy and Implementation Plan at its meeting on Monday, February 13, 2017, as the guiding document for planning, building and supporting great City of Kitchener neighbourhoods. The Finance & Corporate Services Committee approved the Digital Kitchener, Civic Innovation Lab at Communitech for a three-year pilot term. 9.
