HomeMy WebLinkAboutFCS-17-047 - Execution of Contribution Agreement - Huron Natural Area REPORT TO: Committee of the Whole DATE OF MEETING: March 20, 2017 SUBMITTED BY: Ryan Hagey, Director of Financial Planning 519-741-2200 Ext 7353 PREPARED BY: Debra Fagerdahl, Manager of Financial Planning 519-741-2200 Ext 7114 WARD(S) INVOLVED: All DATE OF REPORT: March 7, 2017 REPORT NO.: FCS-17-047 SUBJECT: Canada 150 Community Infrastructure Program (CIP 150) Contribution Agreement re: The Improvement of Huron Natural Area Trail System (Project # 810326) ______________________________________________________________________ RECOMMENDATION: THAT the Deputy Chief Administrative Officer, Finance and Corporate Services be authorized to execute the contribution agreement for funding of up to $400,000 under the Canada 150 Community Infrastructure Program with Federal Economic Development Agency for Southern Ontario (FedDev Ontario) for The Improvement of Huron Natural Area Trail System (Project # 810326), said agreement to be satisfactory to the City Solicitor. BACKGROUND: On May 24, 2016 the Economic Action Plan 2015 announced Intake Two of the Canada 150 Community Infrastructure Program (CIP 150). The CIP 150 is a two-year program with total funding of $150M with $44.4M dedicated to Ontario. In response to this announcement, staff prepared reports recommending projects to be submitted for consideration: Reports FCS-16-98 Canada 150 Community Infrastructure Program (CIP 150) Contribution Application - Intake Two & FCS-16-99 Canada 150 Community Infrastructure Program (CIP 150) Contribution Application - Intake Two (Follow-up)). Ata special meeting held on June 13, 2016 Council passed the following resolution: *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 7. - 1 That the following projects be approved in priority sequence for consideration under the Canada 150 Community Infrastructure Program (CIP 150) - Intake Two: 1. McLennan Park Upgrade ; 2. Huron Natural Area - Trail Upgrade; 3. Kiwanis Park Pool and additional pool features; and, 4. Chandler Mowat Community Building Envelope; and further, That the Deputy CAO, Finance and Corporate Services be authorized to sign Landlord Authorization forms for submissions made by The Centre in the Square and THEMUSEUM to improve a City facility. REPORT: The City has been notified the Huron Natural Area - Trail Upgrade project was approved for funding for up to $400,000. None of the other projects were approved for funding. The project works will include the expansion of the trail by approximately 1.5 kilometers, improvement of drainage and grading, and implementing general improvements to the natural area and is scheduled to be completed by December 2017. Work on this project has begun and the City’s first request for reimbursement must be accompanied by a Council resolution referencing the following information: the entering into a contribution agreement for funding under the Canada 150 Community Infrastructure Program with FedDev Ontario; the name of the project and the funding amount approved under the program. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Foundation: Efficient and Effective Government Goal: Financial Management Strategic Direction: Strive for competitive, rational and affordable taxation levels FINANCIAL IMPLICATIONS: Under a program such as the CIP 150, the City of Kitchener is able to leverage City funding to do more work than if the City were required to completely fund the project on its own. The City received approval for up to $400,000 of funding through the program and the City’s required matching contribution of up to $400,000 is funded through the approved capital budget. COMMUNITY ENGAGEMENT: INFORM – A copy of this report will be posted to the City’s Council agenda webpage.
