SUBJECT: T16-025 Schedule “B” Pickup and Disposal of Scrap
Asphalt, Concrete and Mixed Loads

RECOMMENDATION:
That Tender T16-025, Schedule “B”, Pickup and Disposal of Scrap Asphalt,
Concrete and Mixed Loads, be awarded to Kieswetter Excavating Inc., St.
Clements, Ontario, at their tendered price of $278,400., plus H.S.T. of $36,192., for
a total of $314,592., for a one (1) year term, with an option to renew for two (2)
additional twelve (12) month terms.
BACKGROUND:
The City requires the services of a company to pick up and dispose of scrap asphalt,
concrete and mixed loads from the Kitchener Operations Facility (KOF).
Pick up, removal and disposal of scrap asphalt, concrete and mixed loads, is required
as the materials are generated through normal operational activities, including, sidewalk
and curb repairs, road repairs and maintenance activities.
An internal audit is currently underway to ascertain the feasibility of resuming aggregate
recycling operations at the KOF facility, as the Battler Road site has been converted to
the SSDF (Snow Storage and Disposal Facility). The award of this contract is required
due to space constraints at the KOF. Additional information was recently presented to
the Community and Infrastructure Services committee (report INS-17-013,
Supplemental Information on City of Kitchener Process for Handling Aggregate
Materials).

This tender is based on fixed unit prices on an estimated representative sampling of
disposals processed over the previous year.
The actual spend over the past six (6) months was $15,332.09, before taxes. The
actual spend will depend on the level of activity throughout the term of the contract. We
anticipate the overall value to be less than the $278,000 estimated cost. The tender is
structured on a pay per unit basis, so if at any point the City decides to change the
disposal process, the City can increase and/or decrease the amount of removal of
material (Schedule “B” T16-025) without penalty.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by five (5) interested parties, and by the closing date of Thursday
May 19, 2016, two (2) tenders had been received.

Schedule “B”, pickup and disposal services is required to allow for off-site disposal of
some materials generated through regular maintenance activities as the current
aggregate processing logistics are being reviewed and have not yet been fully
established at the KOF.
Schedule “A” of this tender, for the supply and delivery of virgin aggregates was
approved on August 29, 2016 by Council.
The tender was reviewed by C. Heise, Interim Manager Roads and Maintenance, C.
Cook, Supervisor Roads, M. Kasunic, Supervisor Utilities Operations and A. Buchholtz,
Buyer, who concur with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts as required.
