SUBJECT: T17-009 Belmont Avenue West (Highland Road West to
Victoria Street South) and Edgewood Drive (Montrose
Avenue to Belmont Avenue West)

RECOMMENDATION:
That Tender T17-009 Belmont Avenue West (Highland Road West to Victoria Street
South) and Edgewood Drive (Montrose Avenue to Belmont Avenue West), be
awarded to Regional Sewer and Watermain Ltd, Cambridge, Ontario, at their
adjusted tendered price of $3,431,797.60, including provisional items and
contingencies of $277,545., plus H.S.T. of $446,133.69, for a total of $3,877,931.29.
BACKGROUND:
Engineering Services is proceeding with the reconstruction of Belmont Avenue West
between Victoria Street South and Highland Road West, and Edgewood Drive between
Montrose Avenue and Belmont Avenue West. The underground services were originally
constructed in the 1940’s and 1950’s and are in need of replacement in select areas. The
project is a mixture of full-reconstruction (Edgewood Drive and Belmont Avenue between
Jack Avenue and the Henry Strum Greenway) and surface reconstruction (Belmont
Avenue between Jack Avenue and Victoria and Belmont Avenue between Henry Strum
Greenway and Highland Road).
The administration, design and tendering of this project has been completed by City staff,
the construction administration and inspection of this project will be completed by City staff
as well.
Funds for construction have been approved by Council as part of the 2017 budget. The
project is scheduled to begin April 10, 2017.

REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
website and the internet through the Ontario Public Buyers Electronic Tendering
Information System. Documents were downloaded by twenty-seven (27) interested parties
and by the closing date of Thursday March 2, 2017, six (6) tenders had been received.
The tenders were reviewed by J. Seip, Engineering Technologist, S. Allen, Manager
Engineer Design & Approvals, and A. Buchholtz, Buyer who concur with the above
recommendation.

Tenders were checked for mathematical error and corrected accordingly.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic vision
through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these
types of projects typically involves city staff and resources from across the corporation.
These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material
testing", and will be itemized when they exceed $125,000. Included in this line item are
staff time and expenses for all city staff in support of the project such as Engineering,
Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory
permitting, geotechnical and material testing, detouring and traffic control, alternate access
and parking requirements and any other miscellaneous costs. Projects utilizing in-house
staff will include costs for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope but the
upset limit exceeds the budget allowance (B) provided within the budget. The deficit (E)
will be funded from the Accelerated Infrastructure Replacement Program general account.
There are sufficient funds in the account to fund the deficit.
