SUBJECT: T17-038 Hydrovac Excavation Services

RECOMMENDATION:
That Tender T17-038 Hydrovac Excavation Services be awarded to Badger
Daylighting Limited, Cambridge, Ontario, at their tendered price of $151,240., plus
H.S.T. of $19,661.20, for a total of $170,901.20, for a five month term.
BACKGROUND:
This contract is for hydrovac excavation services near or adjacent to utilities, pipelines,
fibre-optic cabling and other buried infrastructure. Hydrovac excavation is a no dig
technology enabling underground infrastructure to be exposed for maintenance
primarily for the repair of water services and gas mains, valve boxes and anode
installation. Surface restoration area is minimized by having smaller, more localized
access points. The hydrovac truck required for these services is a specialized, high
performance type which has prohibitive maintenance costs. The City has explored the
cost benefit analysis and it is not economically feasible to own and operate this
specialized equipment.
This tender has fixed hourly rates for a five (5) month term in order to align and
consolidate excavation services in to one (1) contract that will commence on September
1, 2017.
The actual spend over the past five (5) months was $179,000. The actual spend will
depend on the level of activity throughout the term of the contract.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by nineteen (19) interested parties, and by the closing date of
February 28, 2017, ten (10) tenders had been received.

Tenders have been checked for mathematical errors and adjusted accordingly.
The price for hydrovac services has decreased 8.75% from the 2016 contract.
The tender was reviewed by T. Gaber, Manager of Utilities, D. Paetz, Supervisor
Utilities Operations, and S. Rudak, Buyer, who concur with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts as required.
