SUBJECT: ENERGY CO-GENERATION PROJECT
Region of Waterloo Waste Water Treatment Plant
368 Mill Park Drive, Kitchener

RECOMMENDATION:
That the City Clerk be authorized to sign and submit the completed municipal
consultation form related to the Region of Waterloo’s application for a Renewable
Energy Approval (REA) Application under Ontario Regulation (O. Reg.) 359/09 at
the waste water treatment plant located at 368 Mill Park Drive, Kitchener.
REPORT:
The Region of Waterloo is proposing to develop a Biogas Facility (also referred to as a
Cogeneration Facility) to be located at the Kitchener Wastewater Treatment Plant, 368
Mill Park Drive, Kitchener. The proposed Cogeneration Facility will intercept the biogas
produced during the waste water treatment processes and redirect it to a reciprocating
engine generator which will have an electrical capacity of 800 kW. The electrical power
produced will be consumed within the waste water treatment and offset power
purchased to operate the plant.
This project is expected to commence March 2018 and commissioning completed by
April 2020. All work will be within the Region of Waterloo owned waste water treatment
plant site.

The Region must apply to the Ministry of the Environment and Climate Change for a
Renewable Energy Approval (REA) in order to complete this project, as well as others
proposed for the Waterloo and Cambridge waste water treatment plants.
As set out in Ontario Regulations 359/09, a structured municipal consultation form must
be provided by the applicant to all affected municipalities. The Region is the applicant
and Reipma Consultants have been contracted to act on their behalf in this regard. Part
A is completed by the applicant. Part B includes fields for the municipality to comment
on how the project may impact municipal services or infrastructure. The final completed
form must be returned to the applicant so any concerns raised can be reviewed and
addressed as appropriate. The form is also submitted to the Ministry as part of the
application, and any comments are considered by the Ministry.
Through consultation with Planning Division and Building Division staff, Part B has been
completed and is attached to this report. No significant concerns or issues were noted
by City staff. Additional contacts for specific business units within The City of Kitchener
were also provided.
A default section on the consultation form is the identification of the municipal clerk as
the municipal contact, with an area for the clerk to sign the form. Once signed, it will be
returned to the applicant.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

None
COMMUNITY ENGAGEMENT:
A public meeting regarding this project was held March 8, 2017 at the Waterloo Region
Museum. The Region of Waterloo is responsible for the community consultation
relating to this project.
