BACKGROUND: Inlet Avenue is a local roadway with primarily residential land use. In response to a citizen request, Transportation Services has reviewed the on-street parking regulations. Currently on-street parking is permitted on the west (even-numbered) side of Inlet Avenue between Owen Avenue and Hickson Drive for a maximum period of three consecutive hours and was recently prohibited on the east (odd-numbered) side, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: In 2016, Transportation Services reviewed the on-street parking regulations in response to a citizen request. The request cited difficulty accessing and egressing both the street and driveways when vehicles were parked on both sides of the street. Report INS-16-069 was approved by the Community and Infrastructure Services Committee in September 2016 in order to prohibit parking on the east (odd-numbered) side of Inlet Avenue between Hickson Drive and Owen Avenue. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 4 - 1 Transportation Services continued to receive complaints from residents regarding the inability of by-law enforcement to issue tickets due to the problem being vehicles stopping and picking up or dropping off school children, not parked vehicles. Consequently, in February 2017, residents in the immediate area were surveyed regarding a proposal to prohibit stopping on the east (odd-numbered) side of Inlet Ave in addition to maintaining the parking prohibition that was put in place in the original survey conducted in 2016. The results of the survey are as follows: In favour of prohibiting stopping during the periods of 8:00 am – 9:30 am and 2:30 pm – 4:00 pm, from Monday to Friday, 3 (100%) between September 1 and June 30 In favour of leaving the current regulation as is: 0 (00.0%) TOTAL: 3 out of 4 - (75% responded) As indicated above, all 3 respondents are in favour of prohibiting stopping during the periods of 8:00 am – 9:30 am and 2:30 pm – 4:00 pm from Monday to Friday between September 1 and June 30 on the east (odd-numbered) side of Inlet Avenue between Owen Avenue and Hickson Drive. The prohibition of stopping in this area would provide overall safer traffic operations along Inlet Avenue. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing ‘No Stopping’ signage along this section of Inlet Avenue is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit stopping in this section of Inlet Avenue through a mail out sent in February 2017. CONSULT – Directly affected constituents were surveyed regarding this proposed parking regulation change in February 2017.
