SUBJECT:200 King Street West Vacant Ground Floor Space - Lease

RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a lease agreement with Sustainable
Waterloo Region, for ground floor office space at City Hall municipally known as 200
King Street West; said agreement to be satisfactory to the City Solicitor.
BACKGROUND:
Sustainable Waterloo Region (SWR), a non-profit community based organization focused on
fostering collaborations that enable organizations to convert their sustainability interests into
action, has approached the City looking for temporary office space. SWR is in the process of
moving to a new office in early 2019, and need temporary office space for an 18-month period.
REPORT:
Sustainable Waterloo Region is interested in temporarily utilizing 600 square feet of currently
vacant space located on the ground floor of City Hall, formerly occupied by Project Everest.
The City does plan to use the area requested but not during the next two years. Staff feel that
this is a good interim use that will activate the space on a relatively short term basis. They
anticipate commencing occupancy on July 1, 2017 for approximately 18 months until such time
as their new office space is completed.
SWR will pay the Common Area Maintenance (CAM) fee and taxes for the space. In lieu of
rental payments, SWR is offering to provide in-kind services to the City at a value equivalent to
fair market rent, as well, in-kind services can include, but not be limited to; assisting staff with
in developing a framework for sustainable green building standards, completing best practices
research and assisting the Senior Sustainability Planner with establishing a framework and
guidelines for the development process as it relates to green building standards.

The recommendation of this report suppo
a strong and resilient economy and sustainable environment and infrastructure.
FINANCIAL IMPLICATIONS:
The tenant will be responsible for the Common Area Maintenance (CAM) and taxes. Both fees
are subject to annual adjustments. A rental rate of $8.00/sq.ft. will be payable through in-kind
contributions to the City.
